近年各大都市開發密集且日趨飽和,許多郊區農業用地開始受到開發業者之重視,但許多農地產權因牽扯繼承關係,土地持有人眾多且複雜導致土地持分買賣不易,實質上牽涉許多法律與人性上問題,也讓開發業者望之卻步。本研究以快速決策觀念將不符合投資成本與效益之案例進行剔除後,再將市場上評估農地土地開發之影響因子建立評估模式,經德爾菲專家問卷篩選四次後,得到一致性結果;爾後再以AHP問卷建立各項評估指標之權重,以此評估架構進行案例研討與驗證,並進行專家問卷後計算權重計算出案例 A得分為7.097分優於案例 B的6.862分,故於資金水位較低時應以案例A為優先開發方案,未來希望以此評估方式給予投資者評估完整之結論與建議。
In recent years, major cities develop intensive and increasingly saturated. After this study, the concept of rapid decision-making would be inconsistent with the case of investment costs and benefits of a culling , and then assess the impact of land development of agricultural land market factor assessment models , and the use of the Delphi questionnaire interviews with experts will assess indicators were screened after Seoul AHP questionnaire to establish the evaluation index of weights , case studies in order to assess the architecture and verification , try to give a complete assessment of investment conclusions and recommendations.
