土地所有權整合開發之可行性評估研究

摘要


近年各大都市開發密集且日趨飽和,許多郊區農業用地開始受到開發業者之重視,但許多農地產權因牽扯繼承關係,土地持有人眾多且複雜導致土地持分買賣不易,實質上牽涉許多法律與人性上問題,也讓開發業者望之卻步。本研究以快速決策觀念將不符合投資成本與效益之案例進行剔除後,再將市場上評估農地土地開發之影響因子建立評估模式,經德爾菲專家問卷篩選四次後,得到一致性結果;爾後再以AHP問卷建立各項評估指標之權重,以此評估架構進行案例研討與驗證,並進行專家問卷後計算權重計算出案例 A得分為7.097分優於案例 B的6.862分,故於資金水位較低時應以案例A為優先開發方案,未來希望以此評估方式給予投資者評估完整之結論與建議。

In recent years, major cities develop intensive and increasingly saturated. Many suburban agricultural land began to be emphasis on the development of the industry, but many involve agricultural land due to inheritance, land holders and the complexity of many stakeholders resulted in the sale of land is not easy. Many legal and human nature problem, but also to develop the industry are deterred from visiting. After this study, the concept of rapid decision-making would be inconsistent with the case of investment costs and benefits of a culling , and then assess the impact of land development of agricultural land market factor assessment models , and the use of the Delphi questionnaire interviews with experts will assess indicators were screened after Seoul AHP questionnaire to establish the evaluation index of weights , case studies in order to assess the architecture and verification , try to give a complete assessment of investment conclusions and recommendations.
