本研究目的了解第一線公務人員個人受到組織環境、組織文化以及對組織領導者的認知而對公共服務動機的影響,並了解個人社會歷史背景是否因為組織的因素對於公共服務動機產生顯著影響。根據上述研究目的,本研究透過文獻回顧法與確立研究架構,進行問卷的設計與發放,以北海岸五鄉鎮區公所第一線公務人員為研究對象,透過個人與組織對公共服務動機之影響問卷進行調查,回收有效樣本為398份,利用信度與效度分析獲得量表之建構效度,再以t檢定、單因子變異數分析、Scheffe法事後比較來了解公務人員之個人變項與組織變項之關係,並透過相關分析與迴歸分析確認組織因素與個人公共服務動機的關係。本研究所得重要結論如下: 1.年齡和族群對於組織領導能力認知有顯著差異。 2.性別、年齡、教育程度、公職服務年數、年收入及宗教信仰對於個人公共服務動機有顯著差異。 3.效率與效果及裁量權對於組織領導能力有顯著影響。 4.組織制度、效率與效果及裁量權對於個人公共服務動機有顯著影響。 5.工作導向、知識分享及工作分工對於組織領導能力有顯著影響。 6.工作導向、知識分享及工作分工對於個人公共服務動機有顯著影響。 7.組織領導能力對個人公共服務動機有顯著影響。 最後依研究結果與發現提出建議供組織領導者、縣府組織與國家社會參考,期望營造一個高度公共服務動機之政府提供良好的服務給予社會大眾。
The purpose of this study is to understand the first-line of civil servants by the organizational environment, organizational culture, and the cognition of the leader in the organization. And also to figure out if the organizational factors have significant impact on public service motivation based on the historical background of the individuals. According to the research purpose and the literature review, the study constructed the research model, conducted the questionnaire and took the first-line civil servants in five township of the north coast in Taiwan for example. There are 398 valid samples. The study used the reliability and validity analysis to construct validity of the scale and use t-test, one-way ANOVA, Scheffe post hoc comparison method to analysis the relationship between individual variables of the civil servants and the organizational variables, and through the correlation analysis and regression analysis to confirm the relationship between public service motivation and the organizational factors. The results of this study are: 1. The age and race factors have significant difference in the cognition of the organization leader.2. The sex, age, the degree of education, the seniority of public service, the annual income and the religion factors have significant difference in personal public service motivation.3. Efficiency and effective and have significant impact on the ability of the leader. 4. The organizational institution, efficiency and effective and discretion have significant impact on personal public service motivation.5. Job oriented, knowledge sharing and job division have significant impact on the ability of the leader.6. Job oriented, knowledge sharing and job division have significant impact on personal public service motivation.7. The ability of the leader has significant impact on personal public service motivation. Finally, according to research results and findings, the study made some recommendations for the leader of the organization, the government of the county, and social communities, hoping to create a higher public service motivation of the government and to provide better services to the community.
