大型公立體育設施引用促參模式之問題與執行策略研究：以國家體育場為例

摘要

本研究為針對國家體育場運用促參策略之個案分析，目的為透過對既存資料、相關文獻之分析釐清我國大型公立體育場館運作及規劃所面臨之問題、困難，並汲取我國成功推動促進民間參與之案例，分析並了解促參成功之因素，將該成功因素做為日後運用至體育類型設施之參考。
本研究採取兩種研究方法，第一種是透過「文獻分析法」來探討促進民間參與策略在體育設施上應用的研究方發與結果，第二種是「深度訪談法」，以開放式問題對於促參相關的公、私部門人員以及學者專家進行訪談，以對於國家體育場日後在採用促參策略時提供改進的建議。
本研究發現國家體育場日後採用促參的策略，應將不同功能項目分開進行促參評估與規劃，而許多營運的問題也來自於興建時未能有長遠眼光的規劃而導致；同時，歸納出國家體育場之規劃營運與引用促參策略問題，就規劃與營運問題包含政府態度與認知問題、場館規劃營運能力不足、自償性低，而引用促參策略之問題則包含體育風氣不盛行、大型場館營運維護成本高、功能受限，並進而針對這些問題提出強化大型公立體育設施運用促參策略建議以及體育場館活化建議。

It is a study of OT model for National Stadium in Kaohsiung, trying to figure out the operating and progrmming difficulty of domestic public sports stadiums by document analysis. In the same time, find out the sucsessful examples in our country and learn the success factors from them, then use these success factors to make the process of operation and program will work in a better way.
Two research methods were adopted in this research: the first method was literature analysis to review OT model for public sports facilities. The second method was taking the depth interview cross public servant, enterprise employee and experts. Take advices to the future operation of OT model of public sports stadiums.
The findings of this research is that, when it comes to the issue of strategy of OT model for National Stadium in Kaohsiung, different functional part should be evaluate and program sepetately. Lots of the problems and difficulties were cuase from the beginning progrmming which were lack of long-term vision. In the meanwhile, the research result concludes the progrmmind and operation problems of National Stadium in Kaohsiung. The problems of programming and operation including the cognition and attitude of government, insufficient ability to program and operate, low self-liquidation ratio. The problems of adopting OT model includes the domestic trends of sports being low, the cost of sports stadiums being high while the fuction often be limited. At last, make some advices which enforces the OT model operates on sports stadiums and activates the use rate for solving these queations.
