我國醫療史上首例以BOT模式,將公立醫院委託民間經營之「行政院衛生署雙和醫院」,自民國97年7月1日取得開業執照並開始營運至今,將屆滿4周年,其經營成效之表現,及是否依循設立初衷,提升新北市中、永和及鄰近地區醫療服務品質,成為署立醫院之標竿醫院,備受矚目。本研究分別從北醫體系及署醫體系兩個不同體系醫院進行比較,以財務性績效為主、經營效率為輔方式,探討署立雙和醫院之經營績效表現。本研究除彌補過去國內外探討以BOT模式成立之醫院的相關研究之不足外,亦可供政府主管機關作為未來新設立醫院規劃方式,及署立醫院定位決策之參考。 本研究以敘述性統計及複迴歸模型分析,檢視署立雙和醫院之績效是否較署醫體系及其他北醫體系醫院為佳;研究結果顯示,署立雙和醫院在臺北醫學大學團隊之經營下,一如當初眾人期望,財務績效及經營效率呈現逐漸且快速向上成長趨勢;相較署醫體系醫院而言,亦有為佳之表現;與同屬北醫體系醫院而言,其他北醫體系醫院之財務績效及經營效率則並未較署立雙和醫院為佳;此外,就其他北醫體系醫院與署醫體系醫院而言,其他北醫體系醫院之表現亦較署醫體系醫院為佳。故本研究結果證實,以BOT模式委託民間參與興建經營之醫院,在未有公務預算補助之情況下,不僅貫徹公立醫院應有之任務使命,亦有為佳之經營績效表現。
The objective of this study is to assess the performance of first BOT hospital in Taiwan- Shuang Ho hospital, and examine if its performance is better than other TMUH hospitals and DOH hospitals. Financial performance and efficiency are used as proxies of hospital performance to assess the performance of case hospital. The descriptive statistics and multiple regression model are used to examine the performance. This results not only can rich the inefficiency of prior literature for BOT hospitals, but also provide suggestions for DOH to establish a new hospital and DOH hospitals’ position. The results indicate that the performance of Shuang Ho hospital grows gradually and is better than DOH hospitals. Comparing with other TMUH hospitals, Shuang Ho hospital isn’t better than other TMUH hospitals. In addition, the performance of other TMUH hospitals is also better than DOH hospitals. Our results proved that the BOT hospital is not only implement public hospitals’ missions but also has good performance.
