臺灣電子業及化學材料製造業之電力消費與需求面管理措施調查研究

摘要


隨著時代環境的變遷,「電力」已是現代人日常生活中不可或缺的必要條件。經濟成長再加上民眾生活型態的轉變,對電的需求更是日益的提高。電是帶動經濟發展的動力,是國家重要的能源工業之母,不論是一般的傳統產業或是新興的高科技產業無不以電力為動力。但是近年來民眾環保意識提升,加上新電源的開發成本日益提高,在電廠興建或是輸配電路線的興建乃是日趨困難。因此,電力相關的管理措施已從傳統的供給面管理(如電源開發等)轉而強調需求面之管理。 台電公司於民國76年推出可停電力電價(Interruptible Power Electricity Price)方案,透過給予電價的優惠折扣,引導用戶於用電之尖峰時段減少或暫停部分的負載,移轉至離峰時段進行生產。但長時間下來,大環境下之產業結構有所改變外,傳統產業外移等因素都影響著可停電力的施行成效。因此本研究將利用深入訪談的方式與產業進行訪談,藉以瞭解台灣電力密集度高的產業對於電力需求面管理措施的認知,最終盼能研擬出適合我國產業之需求面管理措施。

Due to environmental changes with the times, electricity is indispensable to the modern life. The rapid economic development and people change their lifestyle, the electricity demand of Taiwan has been increasing year by year. Electricity is the driving force to drive economic development, it’s important of the energy industry, whether general traditional industries or the new high-tech industries, they all electricity as the driving force. But in recent year, people enhance environmental awareness, in addition the newly development of power plants expansion and distribution facilities have been met with substantial difficulties. Therefore, related the electricity management measures from traditional supply side management (such as power development), instead emphasizing the demand side management. Taiwan Power Company (TPC) reintroduced Interruptible Power Electricity Price in 1987 by guiding users to reduce or halt part of their loading during peak hours and giving favorable discounted electricity price. The move is to encourage users to shift their production to off-peak hours. But for a long time, the change of industrial structure, moving of traditional industry abroad ect. affect the iv effectiveness of the Interruptible Power program. Therefore this study will use the in-depth interviews with industry, to understand that energy-intensive industries in Taiwan cognition with electricity demand side management measures. It is hoped that this study will provide some suitable for Taiwan industries electric DSM programs in the future.
