李天祿布袋戲文教基金會功能與績效評估之研究

摘要


台灣第三部門的文化藝術資源相當豐富,可惜我們並未妥善運用這項寶藏,作為整體經濟的發展動力。表演藝術基金會和一般基金會在組織架構、專職人員的組成、經營運作模式與創造價值皆不相同,而屬於表演藝術基金會的偶戲基金會之經營模式,以其表演藝術的類別,而有所差別,發揮的功能和績效評估也不盡相同,布袋戲是台灣一項重要的藝術寶藏,票選為台灣意象,而目前在台灣成立的布袋戲推廣的基金會,只有「李天祿布袋戲文教基金會」、「西田社布袋戲基金會」、「臺原藝術文化基金會」三家基金會,這三家基金會皆屬於「演出暨教育基金會」,基金會皆有附屬劇團,演出暨推廣布袋戲教學,而「李天祿布袋戲文教基金會」和「臺原藝術文化基金會」之組織架構較類似,有附屬博物館,保存布袋戲文物,國外也有相類似的組織架構之偶戲基金會。因此,本論文以國外偶戲基金會和國內「西田社布袋戲基金會」、「臺原藝術文化基金會」之功能與績效分析,和「李天祿布袋戲文教基金會」之功能與績效評估分析作比較。「李天祿布袋戲文教基金會」發揮了「開拓與創新表演藝術」、「表演藝術保存維護」、「表演藝術教育落實」、「提昇民眾及社區欣賞表演藝術水準」、「發展國家文化經濟等功能」、「教化」和「休閒娛樂」等其他角色功能,其發展策略和運作模式可用CORPS模式分析,並依據分析結果來設計績效評估之策略性績效指標,本論文以布袋戲基金會的重要7項指標,「推廣表演藝術之使命能被大眾了解」、「有定期檢討組織成長的問題」、「布袋戲推廣使命願景的達成度」、「媒體正面報導的頻率多寡」、「服務對象、捐助者、員工及義工對組織的滿意度」、「布袋戲創新演出的劇目,觀眾的接受度」、「有效整合資源」,評估「李天祿布袋戲文教基金會」基金會之績效,並深入訪談基金會的執行秘書,蒐集專家學者的寶貴意見,作為經營布袋戲基金會發展策略和績效指標訂定之參考。

There is an abundance of cultural and artistic resources of the non-profit sectors in Taiwan; however, we’ve never utilized this treasury to stimulate the growth of our cultural economy. Performing arts foundations are quite different from common non-profit foundations in framework, staff composition, operation model and contribution to the society, furthermore, functionality and performance evaluation of Performing arts foundations are varied by different art forms. Hand Puppet is a very precious artistic treasury of Taiwan and just voted as “Taiwan Impression”, however, there are only three foundations are promoting it now, they are “Li Tien-Lu Hand Puppet Foundation”, “Se Den Society Puppet Foundation” and “Taiyuan Arts and Culture Foundation”. Basically these tree foundations all belong to “Performing and Educating Foundation”, all of them possess theatres to promote Hand Puppet to the public and even instruct them how to perform it, and they all have affiliated museums to preserve period pieces of Hand Puppet. This thesis is going to aim at the comparison of functionality and performance evaluation of “Li Tien-Lu Hand Puppet Foundation” versus other two domestic and four overseas Hand Puppet foundations. The functions of “Li Tien-Lu Hand Puppet Foundation” include creating new performing form of art, maintaining original performing art, fulfilling performing art educations, enhancing people and communities’ level to appreciate performing art and developing national cultural economy and so on, we can use CORPS model to analyze is development strategy and operation mode and design some strategic evaluation targets to it’s performing evaluation according to the analysis result. This thesis utilizes seven important targets to assess contributions “Li Tien-Lu Hand Puppet Foundation” as below: 1. Make the public understand its mission is to promote performing art. 2. Periodic review problems of organization growth. 3. Assessment of Hand Puppet promotion. 4. Frequency of positive medium reports. 5. Satisfaction results of clients, donators, staff and volunteers toward the organization. 6. Acceptance results of the audience to the new creative programs. 7. Assessment of resources management and integration. Furthermore, the author interviews the CEO of the foundation and collects many precious comments of specialists and experts as references to development strategies of Hand Puppet foundations and how to set up targets of their performing evaluation.
