觀光工廠政策中公私協力關係之研究—以新北市觀光工廠為例

摘要


產業是國家經濟發展的命脈,隨著時代的變遷與時空的轉換,昔日創造臺灣經濟奇蹟的傳統產業,在面臨關廠與產業外移下逐漸地沒落與凋零。經濟部工業局自2003年起委託工業技術研究院推動製造業發展觀光休閒產業計畫,亦稱之為「觀光工廠輔導計畫」。以公私協力理論為基礎探討此政策中,經濟部工業局、新北市政府與新北市已輔導轉型之觀光工廠三者在「觀光工廠輔導計畫」的角色與功能定位為何?並以深度訪談的方式,瞭解中央政府、地方政府與業者三者間對此政策有何差異性與落差,並進行問題分析,進而提出對「觀光工廠輔導計畫」政策的執行策略的建言。 本論文之研究發現如下: 一、公私協力理論運用於觀光工廠政策之整合分析:(一)明確目標解決產業沒落的公共問題。(二)「資源互賴」程度愈高公私協力關係愈密切。(三)觀光工廠政策中公私協力關係之綜合性發現。 二、觀光工廠政策中利害關係人的角色與功能: (一)觀光工廠輔導計畫與業者實際需求的差異。 (二)觀光工廠輔導計畫政府與業者的角色與功能分析包括:中央政府為規劃者、輔導者與評鑑者;新北市政府為協助者;業者能否順利執行政策,取決於決心與毅力。 (三)推動觀光工廠輔導計畫之助力與阻力:企業的價值與宏觀思維乃是轉型之助力;府際間的各自本位將成為業者轉型之阻力。 本論文之研究建議如下: 一、觀光工廠輔導計畫政策目標再定位與後續發展:(一)政策目標應更強調「產業文化傳承」與「產業永續經營」。(二)持續推動觀光工廠輔導計畫有賴於決策者的決心。 二、觀光工廠政策中利害關係人的角色與功能再定位:(一)中央政府應專注於規劃與評鑑並降低輔導比重。(二)地方政府應更重視協助者的角色與功能。(三)政府應賦予觀光工廠業者參與空間。 三、觀光工廠輔導計畫的配套措施:建立淘汰機制、定期後續追蹤、加強國際化、納入國外旅行團必訪行程及路標設置條件應放寬等五點建言。

The industry plays an important part in a country’s economic development. As time goes by, the traditional industry that has once created the Taiwan Economic Miracle is now facing the industry migration and decline. Since 2003, the Industrial Development Bureau of Ministry of Economic Affairs has authorized the Industrial Technology Research Institute to carry out the plan of transforming the manufacturing industry into tourism and recreation industry. The plan is also called the “Tourism Factory Assistance Project”. Based on the Public-Private Partnership, this strategy was discussed. However, how to define the roles of the Industrial Development Bureau, the New Taipei City Government and the tourism factories that have received the assistance from New Taipei City in the “Tourism Factory Assistance Project”? Through the in-depth interview, the differences in perception toward this plan among the central government, the local government and the factories were further understood. This study also conducted problem analysis in order to propose recommendations on the strategy implementation of the “Tourism Factory Assistance Project”. The findings of research are as followings: 1. The integrative analysis of the application of the Public-Private Partnership theory on the tourism factory strategy: (1) clearly define the goal to resolve the problem of industry decline. (2) The higher degree of “resource interdependence” is associated with closer public-private sector partnership. (3) The general findings from the public-private sector partnership with tourism factory. 2. The roles and functions of the stakeholders in the tourism factory policy: (1) The difference between the tourism factory assistance project and the practical needs. (2) The analysis on the roles and functions of the government and factories in the tourism factory assistance project. (3) The support and obstruction of the implementation of the tourism factory assistance project: the corporate value and vision are the keys to support the transformation; each unit involved in the inter-governmental relationship will become the obstruction of corporation’s transformation. The recommendations proposed by this study are as followings: 1. Re-positioning and future development of the strategic goal of the tourism factory assistance project: (1) the strategic goal should emphasize the “inheritance of industry culture” and “sustained management of the industry”. (2) the continuous promotion of the tourism factory assistance project depends on the decision maker’s determination. 2. Re-positioning the stakeholder’s roles and functions of the tourism factory strategy: (1) the central government should concentrate on planning and evaluation and reduce the counseling workload. (2) the local government should value the role and function of the assistants. (3) the government should allow the tourism factories to participate in this project. 3.Supplementary measures of the tourism factory assistance project: establish the elimination mechanism, regularly follow up, enhance the internationalization, add foreign tour’s necessary itinerary and loosen the conditions for road signs construction.
