摘要

由於越南在1986年推出了“改造政策”，越南已經從計劃轉變為以市場為導向的經濟。自那時起越南經濟在20世紀90年代期間經歷了快速的經濟增長，直到亞洲1997年危機受創並在2000年代恢復。由於越南經濟的發展需要重新建立，以及越南實質經濟成長率需要進一步的調整和促進，所以國際上的經驗變得很重要。
本研究旨在探討越南的中小型企業對越南經濟發展的影響，以及制約越南中小企業發展的因素。本研究的目標包括：對相關研究主題提供新思維觀念;促進了解有關於越南中小企業獲得財務資源的議題並提供給初創企業，使之更了解相關的政策、監管框架、金融機構運作以及企業經營環境。
這項研究有助於學術知識和實際應用，它提供了政府政策影響到企業的理論。 本研究結果指出中小企業一直是越南經濟發展的重要環節，然而事實上越南的中小企業現正面臨著很多制約因素和問題。

Abstract

Since Vietnam launched its "Renovation Policy" in 1986, Vietnam has transformed from a planned to market-oriented economy, since then Vietnam economy experienced rapid economic growth during period of the 1990s until the crisis in Asian in 1997 and recovered in 2000s. The development of Vietnam economy needs to re-establish, and sustainable rates of economy growth will require further restructuring and reform efforts so that international experiences are so important.
This research aims to examine the effects of the small and medium enterprises on the development of Vietnam economy as well as the factors constrained the Vietnamese SMEs to develop. The objectives of this study are: to contribute thoughts and ideas to the subject research; to enrich understanding about issues relating to access to financial resources of SMEs in Vietnam to provide information to the start-up enterprises to more understand about related policies and regulatory framework, the financial institution, and climate for doing business.
This research contributes both academic knowledge and practical application. It provides a theory of government policies effect to enterprises. This research recognized that SMEs have been an important determinant of the development of Vietnam economy and in fact that, the Vietnamese SMEs are facing much constraints and problems.
