全球化下新興傳染病對人類安全的威脅： 以H1N1為例

摘要

全球化的過程中，連結了人類的資訊及貿易等社會行為，跨越邊境的流動也跟著加速，新興傳染病的問題紛紛湧現。傳統的安全思維中，國家安全關注的焦點擺在保衛國家疆域免於外界的威脅，非傳統安全議題的出現，改變了傳統的國家安全概念，特別是新興傳染病的威脅是不分強國與弱國、富國與貧國的，在全球的任何一個角落的每個人，都有可能深受傳染病的影響。本文試圖在人類安全的概念架構下，分析新興傳染病對個人的安全與對國家安全的威脅。防治全球化的傳染病，無法單靠一個國家或一個組織，必須跨域治理，國際上需要一個強有力的國際組織來領導和協調，世界衛生組織就是扮演這樣的角色，在未來公共衛生政策的跨國合作上，全球治理的理想是可以被實現的，也將是未來勢之所趨。

The process of globalization interconnects social behaviors such as human information and trading while the cross-border flow also accelerates and problems with emerging infectious diseases also spring up. Traditional security thinking believes that the focus of national security should be placed on defending national territory from external threats. The emergence of non-traditional security issues has changed the concept of traditional national security, particularly that the threat from emerging infectious diseases exist regardless of powerful, weak, rich, or poor countries. Anyone at any corner of the world could be deeply affected by infectious diseases. This paper attempts to analyze the treat from emerging infectious disease on individual and national security under the conceptual framework of human security. The prevention of the globalized infectious disease simply could not rely on one nation or an organization but requires cross-domain governance. This world needs powerful and influential international organization to take leadership and coordination while the World Health Organization (WHO) plays such a role. In the future, the vision of global governance can be achieved through the cross-border cooperation in public health policy and it is inevitably the potential future trend.
