全球化下台灣移民問題之探析

摘要

本研究以台灣移民問題情況作為分析途徑，藉此來了解隱藏在台灣新移民背後所衍生出來的各種問題，並試圖加以探討新移民對台灣帶來哪些影響。並研究以新加坡的具體實例，如何讓台灣越來越多的新移民能和平共存在這一片土地上，讓多元種族和睦相處、促進經濟繁榮。本研究使用3i決策模型，藉此研究工具來對政府的施政所面臨的許多問題，過程中需要結合多少利益衝突與外界不同的意見，才能把政見給落實成功，並分析各項的背景因素是否透過社會各界施壓、外界的觀感而開始注重外來移民的問題。透過新加坡路徑分析，發現台灣缺乏移民相關法規的規定，對外來移民法規規定處於模糊地帶，連帶對台灣近年來大量的外籍配偶及外籍勞工有莫大的影響。
研究結果全球化下的國家新移民的衝擊，對國家非傳統的安全漸漸影響盛劇，在現今交通發達、全球化貿易流通的加速，各國企業紛紛尋找大量的勞工市場，造成全球化各國貧富差距的懸殊，貧窮國家勞工及人口紛紛出走國外，變得外來移民人口快速向上攀升，我國對於移民的法規及保障相關規定須要有明確的規範。本研究認為台灣不是單一個民族國家，而是多元的外來種族結合起來，藉由多元的種族文化使台灣能夠創造不一樣的台灣奇蹟，各項原因的探討也在本篇論文中加以一一剖析、討論，也藉由新加坡成功的經歷，來加以省思台灣各項的配套措施及政策執行率。

The research realize all kinds of questions which is hided beyond the Taiwan immigration and discuss the influence on immigration in Taiwan by analyzing the immigration in Taiwan. We take immigration in Singapore for example to make the immigration in Taiwan live in peace and get economic prosperity. The research use 3i decision-making model to study the questions on government policy. We can carry out policy successfully while combining conflicts of interest and different opinions. At the same time, we will analyze if background factor which is influent by the social pressure and viewpoint centre on the immigration questions. We discover we are short of the immigration law by Singapore Path analysis. There are great influence on the amount of Brides and labors of foreign nationalities because of the immigration law which is vague.
The research shows that the impact of national immigration under the globalization has a great effect on the non-traditional national security. There is a great gap between the poor and the rich in different country because of the well-developed transportation network, the acceleration of trade circulation and the seeking for large labor market. The high increase on the population of immigration based on the labor and the population in the poor country move out from their country. We must have a specific norm on the immigration rules. The research consider Taiwan to be a multicultural country. Taiwan can create Taiwan miracle by combining the different culture. We will discuss all kinds of reasons beyond the immigration in Taiwan. We also consider supplementary measure and the rate of policy implementation by the successful experience in Singapore .
