社區培力經驗探討-以屏東縣莫拉克重建區社區培力永續發展計畫為例

摘要

本研究的目的有四點，分別有1.了解屏東縣莫拉克重建區社區培力畫的執行策略、過程與結果；2.了解計畫執行過挑戰與因應策略；3.了解協助社區培力策略建構社區能力情形，以及影響社區能力建構因素；4.彙整研究發現，從社區培力策略觀點提出建構社區能力可行之策略。
本研究共訪談了7名社區培力員及5名社區幹部，共計12名；另文件分析資料包括服務計畫書與成果報告書各5份。
研究結果如下：
一、 社區培力員與社區幹部以雙向社區參與的方式建立專業關係。
二、 「邊走邊整隊」是社區培力計畫常用的執行模式。
三、 「為社區做」、「與社區做」、「由社區做」的計畫執行階段。
四、 社區自立自主發展的能力是永續發展的重要關鍵。
五、 意識建構、技能培訓、人才養成、資源管理與產業發展是社區能力建構的重要指標。

The purposes of this study include the followings: (1) to explore the implementation strategies, process, and results of the community empowerment projects of the Post-Morakot reconstruction in Pingtung County; (2) to explore the challenges faced during the implementation of the projects and the coping strategies; (3) to have a better understanding of the conditions of community capacity building and its influential factors; and (4) to provide recommendations of feasible community capacity building strategies based on the findings.
This study interviewed 12 participants, including 7 workers of community empowerment centers and 5 community leaders. The content analysis section consists of 5 proposals of community empowerment projects of post-Morakot reconstruction and their final reports.
The research results are summarized below:
1. Workers of community empowerment centers and community leaders build professional relationship through mutual community participation.
2. “Lining up while walking” is a common implementation model of the community empowerment project.
3. Project implementation stages consist of “doing for community,” “doing with community” and “doing by community”.
4. The capacity of community self-reliance is the key to a sustainable development community.
5. The important indicators for community capacity building include awareness building, skills training, human resources and potential cultivation, resource management, and industrial development.
