地方公務人員工作壓力、工作活力與工作滿意度關係之研究

摘要


面對全球化及知識經濟時代,縣市政府的職能不斷擴張,為提升施政效能並滿足民眾需要,治理模式也漸向企業看齊,以績效為導向,講究彈性、快速及創新,而擔任第一線服務的公務人員,遂成為政策推動成敗的關鍵因素。因此,本研究旨在探討地方公務人員工作壓力、工作活力與工作滿意度之間關係,並檢驗工作活力是否具有中介效果,以作為管理者政策制訂之參考。 本研究採問卷調查法施測,並以各縣市政府地方公務人員為研究對象,總計發放685份問卷;去除未回收及無效問卷129份,有效問卷共556份,有效問卷的回收率為88%。統計方法經以描述性統計、驗證性因素分析、積差相關與多層迴歸分析等進行實證分析。 研究發現工作壓力與工作活力、工作滿意度均有顯著之負相關;工作活力與工作滿意度有顯著之正相關;另工作活力對於工作壓力與工作滿意度之間具有完全中介效果。建議管理階層應多關注地方公務人員的情緒反應,定期進行壓力檢測、建立心理輔導機制、營造快樂的工作環境、鼓勵培養運動習慣及終身學習,期以紓解壓力、激發活力,進而提升工作满意度及組織績效。

Driven by globalization and knowledge based economy, local government continue to expand competencies to promote executive efficiency in order to meet the needs of citizens. Governance model has been changed, which is business-like, based on performance, flexibility, efficiency, and creativity.Local civil servants are being considered as the major factor of promoting policies. Therefore, this study aims to investigate the relationships among job stress, job vigor, and job satisfaction; then examine whether job vigor is the mediating variable of this study. According to findings, the research would provide suggestion for managers. This study adopts questionnaire survey. The participants in this study were local civil servants.The researcher sent out 685 questionnaires with 556 questionnaires returned. The questionnaire returned rate was 88 percent. The research uses empirical analysis, including descriptive statistics, confirmatory factor analysis, pearson correlation, and multiple regressions. The researcher finds two significant relations, a negative relationships among job stress, job vigor, and job satisfaction, and the other is a positive relationships between job vigor and job satisfaction. Besides, job vigor is the mediating variable between job stress and job satisfaction. This study suggests officers who have management authorities should pay more attention on emotional reactions of local civil servants. Further, the researcher proposes suggestion for managers to examine stress regularly, counseling, creating good working environment, developing exercise habits, and taking life learning. The research expects that these methods would relieve stress and arouse vigor, then further to raise job satisfaction and organization performance.
