國中教師與學生家長對十二年國教目標認同程度之比較分析

摘要


本研究主要目的在了解高雄市國中老師與學生家長對十二年國民基本教育政策目標之認同程度比較。本研究用問卷調查法,以高雄市國中老師與學生家長為對象,採便利抽樣方式隨機抽取16所國中,共計發出750份問卷,回收725份(96.7%),其中無效問卷佔26份 (3.6%),實得有效問卷699份,問卷有效回收率96.4%,並採用敘述性統計及t檢定分析教師及家長對十二年國民基本教育政策目標認同之差異,研究結果顯示: 一、家長對十二年國民基本教育政策目標整體認同程度高於教師。 二、家長在培養現代公民素養目標的認同程度高於教師。 三、家長在確保學生學力品質目標的認同程度高於教師。 四、家長在舒緩過度升學壓力目標的認同程度高於教師。 五、家長在追求社會公平正義目標的認同程度高於教師。 六、家長在均衡城鄉教育發展目標的認同程度高於教師。 最後本研究對教育行政主管機關提出以下政策建議: 一、積極呈現十二年國教政策目標的執行作為。 二、溝通廣納多方的意見。 三、教師回歸教學專業。 四、提案立法或修法教育專款經費,加速擴編教師員額及均衡城鄉教育。 五、確實加強私校高中職優質化的評鑑。 同時也針對國中教師、家長及未來研究提出相關建議,以供參考。

The main purpose of this study is to understand the degree of national identity twelve national basic education policy targets betwen teachers and parents in Kaohsiung . This study used questionnaires to teacher and parents who have junior children in Kaohsiung . And also randomly selected 16 junior high schools in convencient sampling way . We had a total issued 750 questionnaires , 725 (97%) , which is not valid questionnaires accounted for 26 (3.6%) , We actually got 699 effective questionnaires . It`s up to the useful rate of 96.4% .And analysizing the differnce between the teachers and parents in objective of K-12 policy by using description statistics and t test analysis .The researching resulting is: 1.Parents have overall high degree of recognition than teachers at the twelve national basic education policy goals. 2.There are significant differences in target recognition in parents than in teachers at the culture of modern civic literacy target. 3.There is a significant difference in the degree of recognition target in parents than in teachers at the to ensure the quality of students' scholastic ability target. 4.There are significant differences in target recognition in parents than in teachers at the to relieve excessive academic pressure target. 5.There are significant differences in the extent of target recognition in parents than in teachers at the pursuit of social justice target. 6.There is a significant degree of difference in parents than in teachers at the balanced development of urban and rural education target. Finally,according to the research, we want to suggest Institute of Education administrative authorities and asked the following policy recommendations in the proposed areas : 1. Showing twelve state religion policy objectives executed positivly as. 2.Multi-party communication and solicit comments. 3.Teachers return to the teaching profession. 4.The proposed legislation or amending the law education funds earmarked to accelerate the expansion and balanced urban and rural education teacher posts. 5.Actually reinfprce the high quality of evaluation private high schools and vocational schools. And making recommendation for teachers in junior high school , parents and also the future research , for reference.
