關懷據點因應長照2.0社區整體照顧模式之探討—以高雄市竹寮社區為例

摘要


本研究主要探討現階段我國在落實長照2.0的規劃下,關懷據點轉型C級巷弄長照站的可行性。由於關懷據點屬於長照規劃的基礎設施,且實際施行已逾十年,在我國有近2,000個據點,正在台灣各個角落為老人盡心竭力地服務著。 為了瞭解關懷據點所能提供的相關服務,是否足以接續長照2.0所需擴增的服務量能,本研究高雄市竹寮社區為研究範圍並透過問卷調查法以及深度訪談法,試圖整理並釐清關懷據點既有之服務量能,透過民眾的使用及滿意度來了解是否有其改善的空間。 實證發現,在初級預防、次級預防以及三級預防三個方面,僅次級預防以及三級預防在服務滿意度上有顯著差異性,顯示關懷據點所能提供的初級預防,難以釐清不同族群的感受鑑別度;C級巷弄長照站所需提供的次級預防則會因為所得收入以及學歷的不同而有所差異,收入與學歷越高其對於次級預防的滿意度越高,三級預防亦同,顯示所得或學歷越高者對於長照的資源及資訊之擷取更為多元化而導致這樣的結果。最後本研究針對發展之困境提出相關建議,提供業者以及政府作為未來經營及施政的參考方向。

This study discusses the issue of community care center turn into tier-C local service station on the 10-year long-term care 2.0 plan. Community care center is a facility which provides care service for elder since 2005. For now community care center almost have 2,000 locations all over Taiwan and they are still devoted to elderly care continuously. We tried to understand the service of community care center if it is able to turn into tier-C local service station enough. It chose Zhuliao community as sample, questionnaire survey and in-depth interview as data collection procedure. We found there was no significant difference in service satisfaction of primary prevention but secondary prevention and tertiary prevention was. It shows that was significant difference about age and income in the service satisfaction of tier-C local service station (secondary prevention), the elder or high income respondents had more resources and information to improve their long term care services. We also provide few references with regard to the development dilemma of community care center.
