彈藥庫儲安全管理關鍵因素之研究

摘要

國防部近年來逐步推動「精進案」、「精實案」與「精粹案」三大政策。在人力與組織精簡前提下，如何能兼顧作業品質與作業安全，是國軍最重要之議題。因台灣地狹人稠，部份彈藥庫緊鄰都會區；加上近年幾起彈藥爆炸事件，更顯示改善彈藥庫儲設施及維持彈藥庫儲管理安全，乃是目前國軍刻不容緩的工作。因此，希望藉由探討近年來彈藥庫爆炸事件之肇因，分析影響彈藥庫儲管理安全之關鍵因素，進而建立一套彈藥庫儲管理的安全機制。本研究首先參考近年來幾件重大的彈藥庫爆炸意外事故；分析、檢討其作業環境與管理制度上的缺陷後，利用層級分析法（AHP）設計問卷，針對實際從事彈藥作業之各階層專家進行調查，以計算彈藥庫儲安全管理之各項因素相對權重，最後分析出其中的最關鍵因素；分析結果顯示，作業機工具、防護裝備及車輛為專家認為重要性排序前三名排序之關鍵因素，期望藉此關鍵因素分析，提供爾後彈藥庫管理幹部建立安全管理模式與應變對策之參據，提升彈藥作業人員執行搬運、庫儲、拆卸、清點等作業時之安全。並提高彈藥作業安全與效率，使國人對國軍彈藥管理給予高度的肯定。

In recent years, the Ministry of Defense has gradually promoted the three major stages of downsizing planning. In the premise of manpower and organization, how to take into account the quality of operations and operational safety, is the most important issue of the army. Due to Taiwan's narrow and thick, part of the ammunition library close to the metropolitan area; coupled with the recent ammunition bombings, but also show the improvement of ammunition storage facilities and maintenance of ammunition storage management security, but the current national army urgent work. Therefore, it is hoped that by discussing the causes of the bombardment explosion in recent years, the author analyzes the key factors that affect the safety of ammunition and reservoir management, and then establishes a safety mechanism of ammunition and reservoir management. This paper begins with reference to the explosion of several major ammunition depots in recent years. After analyzing and reviewing the defects in the operating environment and management system, the questionnaire is designed by AHP, which is aimed at the experts who are engaged in ammunition to analyze the relative weight of each factor in the calculation of ammunition and storage safety management, and finally to analyze the most critical factors. The analysis results show that the working tools, protective equipment and vehicles are the key factors in the order of the importance of the top three sorting experts, Expect to take this key factor analysis, to provide the latter ammunition management cadres to establish a safety management model and response measures to enhance the ammunition operators to carry out handling, storage, demolition, inventory and other operations when the security. And improve the safety and efficiency of ammunition operations, so that people on the national army ammunition management to give a high degree of recognition.
