我國高爾夫運動產業現況與永續經營之探討

摘要


本研究旨在探討我國高爾夫運動發展之經營現況,並參考美國、韓國、泰國、日本及中國等國家發展特色,提出我國可以仿效學習之重點。以曾參與高爾夫運動之產官學者共計7位為訪談對象,採文獻分析法及半結構式訪談法進行資料蒐集。結果如下:目前我國高爾夫運動之青少年培訓計劃不夠完善且鮮少人知,而對於教練之專業培訓則缺乏完整機制,以致競爭力不足。於球場經營部分,部分球場擊球品質有待提升,而我國高爾夫觀光政策欠缺落實,皆讓國內高爾夫運動經營不易。最後,本研究在探討他國可攻錯部分,提出以下建議:人才培訓部分,可仿效大陸方式,採行政機關與企業合作模式,設置完整培訓中心,並仿效韓國主動且積極辦理假日及暑期培訓營隊及課程,以推動職業選手揚名國際,及參考美國提供青少年擊球優惠制度,以奠定運動人才全方位發展之基礎;球場經營管理部分,應加強宣導高爾夫運動的正向效益,改善社會觀感,同時球場應採全面升級並控管人數,以提升擊球品質及人身安全,而政府相關單位宜建立訪查評鑑制度,藉以提升高爾夫運動經營者競爭力,以達永續經營之目的。

The purpose of this study was to investigate the current golf development in Taiwan and further propose suggestions based on the characteristics of golf development in the USA, Korea, Thailand, Japan, and China. The methodology included document analysis and semi-structured interview. Data were collected from 7 participants, coming from the government, academic or the practice of golf sport. Results showed that the current plan for training teenage golfers is not good enough and nor widely known, and a professional coach training and development system is also absent, which is one of the causes of insufficient competitiveness of our golfers. As to management of golf courses, the playability in some courses is poor and should be improved. The ineffective implementation of the golf tourism policy is also a barrier to development of golf sport in our nation. Finally, based on the strengths of other nations, this study proposed the following suggestions: In human resource training and development, our nation can adopt the government-industry collaboration model in China to establish a specialized training and development center. Besides, our nation can also learn from Korea in development of holiday or summer golf camps and courses to increase the international visibility of our professional players. The US privilege system for teenage golfers can also be a reference of our nation in facilitating all-round development of domestic athletes. As to management of golf courses, businesses should promote the benefits of golf sport to improve public perception of this sport. Moreover, they should upgrade golf courses and control the number of concurrent players on the course to improve the playability of the course and the safety of golf players. The government authority concerned can also develop a survey and appraisal system to improve the competitiveness and facilitate the sustainable development of domestic golf businesses.
