以WCAG 2.0探討國內無障礙網頁之差異分析

摘要

本研究的主要目的在於探討關於「無障礙網頁建置規範」(Web Content Accessibility Guidelines，WCAG)之國內標準與國外WCAG1.0及WCAG2.0之比較。國內無障礙網頁規範由行政院研考會於2002年完成國內無障礙網頁環境的規範訂定；國外WCAG1.0由W3C（World Wide Web Consortium，全球資訊網組織）的WAI組織(Web Accessibility Initiative; 無障礙網頁創制機構)制訂，於1999年5月5日成為W3C標準，國外WCAG2.0於2008年12月11日成為W3C標準。
國內的無障礙網頁規範是依據及參考國外WCAG1.0的內容制訂，於2003年11月發佈無障礙網站推動時程計畫，行政院研考會推展「無障礙網路空間」計畫，短期目標是落實公部門網站提供無障礙資訊服務，中長期目標希望可鼓勵企業共同參與，期許愈來愈多的網站無障礙，能讓更多人受惠，而且無障礙網站的設計不僅僅是針對身心障礙者的使用問題，而是透過這樣的設計使得一般的使用者都能更便利地使用網站。
在2008年底公佈WCAG2.0的標準後，國內依據WCAG1.0規範實行多年的國內無障礙網頁檢測標準將面臨全面改版的情勢，分析比較WCAG2.0與國內標準在檢測規範架構的差異處，是本論文研究的主要內容。

The primary purpose of this research is to explore and proceed a comparative analysis on the “Web Content Accessibility Guidelines (WCAG)” in Taiwan, the WCAG 1.0 and WCAG 2.0 standards implemented overseas. In which the WCAG in Taiwan were established by Research, Development and Evaluation Commision (RDEC), Executive Yuan in 2002 while the WCAG1.0 were established by WAI (Web Accessibility Initiative, an organization initiates the web content accessibility system) of W3C (World Wide Web Consortium), which became a W3C standard in May 5, 1999 while WCAG 2.0 became a W3C stand in Dec. 11, 2008.
The WCAG in Taiwan were established upon the contents referring to WCAG1.0, however, the web content accessibility check standard implemented for years in Taiwan as per WCAG1.0 standard will inevitably face a revision after WCAG 2.0 standard is announced at the end of 2008, therefore the study aims to conduct a comparative analysis on the web content accessibility in Taiwan using WCAG2.0 for guideline structure check.
