台灣地區寬頻管道建置效益分析之研究

摘要

數位行動城市是任何人士、任何時間、任何地點、任何設備都能輕易上網而且快速即時收發數據、語音、影像等資訊，由E化全面進化為M化，利用電腦、通訊、消費性電子產品、內容產業4C匯流(Computer、Communication、Consumer、Content)充分應用在生活上的衛生醫療、社區安全監控、網路學習、導覽服務、行動通訊、視訊娛樂（Web-TV、MOD、線上遊戲）、政府服務、智慧運輸系統等。目前「M-台灣計畫」係以「寬頻管道建置計畫」及「行動台灣應用推動計畫」二大工作項目為主軸，透過完善的寬頻網路基礎建置，結合雙網手機的應用，以行動服務、生活、學習應用出發，進而建立行動台灣(Mobile-Taiwan)。本研究以台灣地區「M-台灣計畫」土木寬頻管道佈建、光纖纜線特性及寬頻光纖到府(FTTH)等關鍵課題，以土木工程的角度深入研究探討「M-台灣計畫」寬頻管道之規劃設計施工、最後一哩(last mile)、生活應用及建置效益等，歸納整體建置成果統計分析其效益結論，並建議後續研究深入探討之方向。

Digital Mobile City not only means easy accessibilities for any individual to surf the net at any time, any place, and any equipment, but also allows instant dispatching and receiving of messages in a variety of forms, such as data, voices, and images. Comprehensive evolution from ”E” to ”M” uses the 4 C afflux (Computer, Communication, Consumer, and Content) to fully apply hygienic medical treatment, community-safety monitoring, e-learning, guide service, mobile communication, video-information amusement (i.e. Web-TV, MOD, on-line games), government service, and intelligent transport systems … etc. Current ”Mobile-Taiwan Project” expands from two major concepts of ”Broadband Pipeline Construction Project” and ”Applied Mobile Taiwan Promotional Project”. Through thorough broadband network construction and the incorporation of applying double-net cell phone, the formation of digital city starts from the application of mobile service, living, and learning to establish Mobile-Taiwan. This research uses key aspects of broadband pipelines construction, fiber-optics characteristic, and fiber-to-the-home (FTTH) through a civil engineering point of view to probe into the ”Mobile-Taiwan Project” and evaluate the construction of planned broadband pipelines, last miles, living application, and construction effectiveness. Construction results are categorized as a whole to statistically analyze the benefit for the conclusion. Recommendations of further evaluation and discussions of in-depth research directions are also provided.
