屏東縣推動山坡地管理政策之成效檢討

摘要

台灣地區土地資源極爲有限，而且自然條件特殊，山多平地少，山坡地平均坡度大，再加上地質破碎、暴雨集中、地震頻繁等因素，不當的山坡地開發行爲，極易造成自然環境的破壞及土砂災害的發生。近年來由於平地的開發已趨飽和後，人爲的開發利用漸漸往山坡地區發展；如坡地社區的開發興建、農業用地的拓墾、休閒遊憩場的設立、道路的新闢與拓寬等等，均可能改變原有穩定的山坡地形與地貌。傳統的山坡地管理政策大都採取被動受理，亦即不告不理、有查報才取締、事後收尾與限期完成改正等措施，結果事倍功半、成效有限。有鑑於傳統山坡地管理政策之執行，一直無法有效的降低違規案件數量及減少不當開發利用所造成的災害。本文乃利用台灣地區與屏東縣90至94年度辦理山坡地監督管理統計資料互相對照，研擬評估此政策之推動方向，供為持續推動山坡地預防管理政策的參考與建議。

Taiwan the land resources are extremely limited, and the natural environments are special. Such as, there are few many level lands can be used on slpoeland areas, and the average slope are steep, geologic stratums are broken, the heavy rainfall and earthquake usually make many sediment disasters and conservation problems accrued, especially the influences combine with unsuitable slopeland development. In recently the slopeland areas had been exceedingly developed and utilized gradually already. For instance, the development of community built, agricultural lands cultivated, recreation and tour trip landscape structures established, road created and repaired, etc., it may change the original slope stability and the topography. But the policies were mostly adopted and accepted passively in the traditional slopeland management period, namely not inform that pay no attention to checking and banning in lawsuit against, the treatments after banned and finished up and completed within the specified time for correcting afterward, it would get half the result with twice the effort, the effect would be limited. Because of the execution of the traditional slopeland management policy in the past time, the quantity of violation of rules did not reduced effectively and unable to reduce the disasters caused by unsuitable developing and utilizing. Thus this research used Taiwan and Pingtong county slopeland supervisory management statistical data from 2001 to 2005 to compare their variation, to assess this policy and plan pushing direction, and in order to continuously to support and promote the referential and suggestive of slopeland preventable management policy.
