中高樓建築物於0206美濃及花蓮地震之震害探討及因應對策

INVESTIGATION FOR DAMAGE AND RESPONSE STRATEGIES OF MID-TO HIGH-RISE BUILDINGS IN THE FEBRUARY 6 MEINONG AND HUALIEN EARTHQUAKE IN TAIWAN

摘要


2016年2月6日凌晨時分台灣發生災害性地震,震央位於高雄市美濃區;無獨有偶,兩年後的2018年2月6日午夜時分台灣再次於東部花蓮地區發生災害性地震,此兩次地震相距數百公里,構成因素迥異,但相同的是有不少棟中高樓建築物發生坍塌,且造成不少人員傷亡。本文先針對美濃及花蓮地震中高樓建築物震損勘災結果進行敘述,再探討可能成因,爾後再具體提出可行之因應對策,以作為未來中高樓建築震害防範之參考。其中,美濃地震中高樓建築物損壞原因主要為結構系統配置不良、底層軟弱、扭轉效應、非韌性配筋及施工不當等因素,而花蓮地震倒塌者之肇因除前者外,尚有鄰近斷層之因素。綜合歸納中高樓層建築於此兩次地震發生倒塌者,十之八九與軟弱底層有顯著相關,此亦為未來提升中高樓建築耐震能力之關鍵性課題。本文除前述震害肇因探討外,尚歸納震後政府相關政策以及耐震評估技術支援,期能痛定思痛,為下次地震做足萬全準備,讓憾事不再重演。

Meinong Earthquake struck southern Taiwan in the early morning of February 6, 2016. Two years later, a major earthquake occurred in Hualien area in the midnight of Feruary 6, 2018. Several mid- to high-rise buildings were collapsed after those two earthquakes. Some of those collapsed buildings cause severely caught. Investigation for damage of mid- to high- rise buildings in the Meinong and Hualien Earthquake is provided in this paper. Moreover, response strategies included government policy and corresponded seismic assessment technologies are also provided in this paper. Mid- to high-rise buildings, of at least seven stories high and composed of several units, are often lined up in a row along the street. Those mid- to high-rise buildings, which were constructed before 1999, were investigated in the first-stage evaluation after the earthquake. The mid- to high-rise building reconnaissance includes commercial/residential buildings and residential buildings. These mid to high-rise building damage modes can be summarized as follows: presence of soft and weak first story, lack of redundancy, and lack of lateral reinforcement. The reconnaissance results of three representative mid- to high-rise buildings during the earthquake are introduced in this paper.
