0206美濃及花蓮地震震損建物資料庫之分析與應用

ANALYSIS AND APPLICATION OF THE BUILDING DATA OF 0206 MEINONG EARTHQUAKE AND HUALIEN EARTHQUAKE

摘要


2016年0206美濃地震及2018年0206花蓮地震分別對台南及花蓮造成嚴重傷亡。這兩次地震再次點出私有建築物耐震能力不足的弱點,例如軟弱底層等問題。兩次0206地震後,國家地震工程研究中心(以下簡稱國震中心)派遣勘災團隊,現地測繪震損建築平面圖及結構尺寸,標示震損位置、震損等級及拍照紀錄,分別完成20160206美濃地震震損建物資料庫﹝1﹞及20180206花蓮地震震損建物資料庫﹝2﹞並公布於國震中心首頁。本文介紹資料庫統計分析結果,並應用於現有耐震能力快速評估工具之驗證,如美國Hassan與Sozen﹝3﹞及NCREE﹝4﹞的耐震指標。驗證結果顯示,兩者獨立開發的快評方法,以同一個震損資料庫進行驗證,獲得相近的結論,代表NCREE快評耐震指標技術與國際同步。此外,NCREE快評耐震指標技術採用本土化構件強度參數計算耐震容量,以臺灣耐震設計規範訂定耐震需求,並輔以三角窗扭轉效應、興建年代、軟弱底層及極短柱效應等調整因子,更適用於臺灣本土建築物之耐震能力快速評估。

2016 Meinong Earthquake and 2018 Hualien Earthquake caused severe casualties in Tainan and Hualien, respectively. The weak points of residential buildings were pointed out again since 1999 ChiChi Earthquake, which were problems of soft/weak story, etc. After these two Earthquakes, the National Center for Research on Earthquake Engineering (NCREE) sent a recon team into the strong intensity area for reconnaissance. Building data, including structural drawings, damage of structural/non-structural components, photo, etc., was collected. Eventually, database of the building data of 2016 Meinong Earthquake and 2018 Hualien Earthquake was established on the website of NCREE. The paper reports the basic statistic of the building data. Moreover, the building data was applied for verification on the existing rapid evaluation tools, such as Hassen and Sozen index, and NCREE seismic index. The verifying results indicates that both rapid evaluation tools came out with agreement on the prediction of damage classifications, accuracy of prediction, and screening rate.
