花蓮地震建築附屬非結構物震損調查與受震需求分析

摘要


0206花蓮地震中,建築附屬非結構物災損依影響性可分為生命安全(大樓外牆磁磚掉落、校舍與醫院病房內等瘦高型櫥櫃傾倒、航空站與醫院等各建築天花板材受損掉落)、經濟損失(校舍昂貴器材、教育網路中心機房之電腦設備震害)、機能運作(教育網路中心停止服務、醫院病歷管理系統混亂、航空站與醫院局部區域禁行維修、多處校舍供水系統因水塔受損而停擺)等影響。本文以花蓮地震之測站紀錄為例,推估建築內部非結構受震需求與受震反應,探討規範非結構受震需求之保守性,並比對實際地震中非結構震損結果分析非結構受震評估方法準確性,以期有助於後續發展建築內部非結構物耐震評估技術。

From February 8th to 9th, the reconnaissance team consisted of NCREE and NCKU Architecture Department completed the investigation of nonstructural components in buildings used for the public, including schools, hospitals, the airport and Taiwan International Ports Corporation. Based on the survey results, it can be seen that the seismic performance of the non-structural components in critical buildings need to be improved to reduce the impact on life safety, financial losses, and operations of buildings. In the other part of this paper, seismic demand and behavior of nonstructural components in buildings are estimated based on ground motions recorded by free-field strong motion stations. The accuracy of estimation of seismic behavior of nonstructural components was verified by observed seismic damages. The conservative level of requirements for seismic demands in Taiwan seismic design code and related studies was discussed as well.
