後現代社會公共管理理論的變遷：從「新公共管理」到「新公民統理」

摘要

本文之目的為探討公共管理理論如何從「新公共管理」轉變為「新公民統理」，如何從「顧客導向的公民服務」轉變為「公民導向的公民服務」。全文首先闡述新公共管理的發展背景與重要主張，特別重視新古典經濟學、新制度經濟理論與公共選擇學派的影響，然後分析統理途徑的興起背景以及「公民」概念何以又成為批判焦點，結合成為「新公民統理」，其中特別重視後現代主義的啟迪；最後則呼籲公共管理學者必須正視這種理論上的轉變趨勢，以建構一個回歸公民主權的公共管理理論。

The purpose of this paper is to systematically explore how public management theory is transformed from customer-oriented “New Public Management(NPM)” to citizenship-oriented “New Citizenship Governance(NCG).” First, this writer described the background and propositions of NPM, focusing upon the theoretical foundation of new classical economics, new economic institutionalism and public choice school. Second, how the governance approach and citizenship orientation is integrated into NCG based upon post-modernism. Finally, the author urged public managers and researchers to pay full attention to the transition of public management theory in post-modernist society.
