探討中國社會現象中PPP專案建設運營階段績效評估指標之重要度

THE IMPORTANCE OF PERFORMANCE EVALUATION INDICATORS FOR PPP PROJECT CONSTRUCTION AT THE OPERATIONAL STAGE IN CHINESE SOCIAL PHENOMENA

摘要


隨著經濟體制改革、基礎設施建設迅速擴張,公私合營模式(public private partnerships, PPP)在基建領域受到日益廣泛應用。首先對PPP專案發展狀況和特點和績效評價的意義進行論述並分析總結相關研究,引入較為客觀的熵值法確定PPP專案的績效評價指標權重,並引用決策試驗與實驗評估法考慮指標間的相互影響性,進一步整合與修正得到組合權重。同時引入模糊數學理論對專家判斷進行模糊化處理,以達到較為準確的組合權重,建立相對完整的PPP專案績效評估體系。基於分析結果得知,將指標間相互影響性納入PPP專案建設運營階段的績效評價考量後,對專案績效評價指標的重要度產生一定影響。在熵值權重中,政府部門滿意度與私營部門滿意度權重相對較低,但加入決策試驗與實驗評估(decision making trial and evaluation laboratory, DEMATEL)法考慮指標間相互影響性後,兩者最終權重中排在第四和第五位。而技術管理與創新能力、風險分擔與轉移和專案投資回報率在熵值法考量中比較重要,但組合權重後,技術管理與創新能力和風險分擔與轉移的重要度權重有所下降。

The development of market-oriented reforms, infrastructure construction has also expanded rapidly, and the Public Private Partnerships (PPP) model has been widely used in the field of infrastructure. Firstly, it introduces the background of the research and significance of PPP project performance evaluation, and analyzes and summarized related research. Introduce a more objective entropy method to determine the weight of the performance evaluation index of the PPP project, and use the Decision Making Trial and Evaluation Laboratory (DEMATEL) to consider the interaction between the indicators, and then further integrate and correct the combined weights. At the same time, the fuzzy mathematics theory is introduced to fuzzy the expert judgment to achieve a more accurate combination weight and establish a relatively complete PPP project performance evaluation system. Based on the analysis results, it is known that the importance of project performance evaluation indicators will be affected to some extent by incorporating the interaction of indicators into the performance evaluation of PPP project construction and operation stage. Among the weights of entropy, the weights of government department satisfaction and private sector satisfaction are relatively low, but when DEMATEL method is added to consider the interaction between indicators, the final weights of the two rank fourth and fifth. Technology management and innovation capability, risk sharing and transfer, and return on project investment are more important in the consideration of entropy method, but the weight of importance of technology management and innovation capability and risk sharing and transfer decreases after combining weights.
