歐洲的社會住宅──給台灣的啟示

社會住宅在歐洲城市化發展過程中扮演了促進社會和諧與消彌衝突的關鍵性角色。在歐洲尤其以荷蘭為主以結合社會住宅與自用住宅的多樣性住宅環境的方案為例，顯示出更能在當今越趨多元化發展的社會中起到一定程度的社會整合作用。多樣性住宅環境的理念是強調社會中所具有的多元化的生活型態，以住宅整合的操作策略達到進一步減少社會隔離與社會分化的現象。有鑑於七十年代末以來，台灣的快速城市化發展，導致了住宅市場的極度失衡，更是以台北市為中心的北台灣地區尤其惡化。本文將探討將如何藉由歐洲（社會）住宅的發展經驗，以協助台灣發展出可適用於當前社會挑戰的多樣性住宅環境理念的（社會）住宅策略。

Social Housing played a key-role in the period of urbanization in Europe to harmonize the social contradictions and to generate a more integrated urban society. The idea of differentiated housing milieu's combines Social Housing with owner occupied housing and other types of housing for higher income groups and generates in this way a new level of integration under nowadays conditions. The differentiation of housing milieu's reflects the differentiation of lifestyles without social separation and segregation. In view of the fast urbanization since 70s, the housing market in Taiwan and in particular in the northern region with Taipei as center seems to be completely out of balance. This article explores to what extend the European experiences of (social) housing development could be used to develop adequate strategies for a more differentiated and integrated Taiwanese urban society.
