摘要

本研究目的在探討臺灣參與世界運動會的綠由及概況，分析參與歷屆世界運動會的成績，和舉辦2009高雄世界運動會具體的成果。本研究探歷史研究法、文獻分析法，在蒐集相關文獻和報告書後，經分析後得到以下結論：一、1980年代前後，臺灣因奧會會籍與旗歌問題，被迫暫停參與國際奧會相關之活動，當時第一屆世界運動會正開始籌組，臺灣並未因不能參加奧會活動，而放棄參與其他的運動賽會，也開始規劃籌備參加；二、從1981年至2009年高雄世運，臺灣參加了八屆世界運動會，獎牌共獲得24金23銀21銅，示範賽（邀請賽）獎牌共獲得5金6銀2銅；而從過去臺灣參加世界運動會成績分析，前五屆正式賽中以女子跆拳道、女子舉重奪金實力最堅強，從第六、七、八屆正式賽成績分析，以男子女子撞球、女子拔河、女子競速滑輸溜冰、男子女子健力等項目奪金奪牌實力最為穩定。三、2009年舉辦高雄世運具體成果，包括遵守奧運模式參與或舉辦國際運動賽會、選手成績出色的表現，展現運動志工的熱情參與、建置高雄市七大運動園區，城市行銷與運動賽會成功的結合。對於提升臺灣的運動風氣和城市行銷，絕對有極大的助益。更重要的是，透過國際媒體的同步轉播，讓高雄能有機會站在國際運動賽會的舞台上，做了一次成功的體育外交。

The purpose of the research was to discuss the reasons and the general situations of Taiwan nation participation in the World Games, and to analyze the scores and the specific results of holding the World Games 2009 in Kaohsiung. By means of historical research method and document analysis, after collecting and analyzing relevant literatures and reports, the results were as follows: 1. In 1980s, Taiwan was forced to suspend from joining in the Olympic Games activities due to the problems of membership and national anthem, meanwhile, the first World Games was under preparation. However, because of not taking part in Olympic Games, Taiwan didn’t abandon the participation in other sport games in stead of starting to plan to join in. 2. From 1981 to 2009 the World Games in Kaohsiung, Taiwan obtained 24 gold, 23 silver and 21 bronze medals in 8 World Games, 5 gold, 6 silver and 2 bronze medals in Demonstration Games (Invitation Games). Analyzing the scores in the first 5 World Games in the past, it was the Taiwan's best strength to win the gold medals in Women taekwondo and Women weight lifting. Furthermore, the most stable to win gold medals from the sixth to eighth Games were Men & Women billiard, Women tug of war, Women speed roller sports and Men & Women powerlifting. 3. The specific results of holding the World Games 2009 in Kaohsiung, including compliance with the Olympic mode to participate or host international sports event, the excellent representation of players' performance, the enthusiastic participation of the sport volunteers, the establishment of 7 major Sport Parks, and the successful combination of urban marketing and sports events absolutely helpful to promote the sport climate of our nation and the city marketing. Through the simultaneous broadcasting of international media, Kaohsiung had the opportunity to stand on the stage of international sport games and made a successful diplomacy in sports.
