運用作業風險管理防範黑心食品之探討
Prevention against Sinister Food through Operational Risk Management Analytical Tools
摘要
現代人因為工作關係，無法自己煮食而必須在外飲食。近期黑心食品事件不斷爆發，不僅嚴重影響國人身體健康安全也影響台灣食品在國際的聲譽，食品安全已經成為國家安全的重要議題。食品安全（黑心食品）的起源，無非就是商人想要利用過期或是非法添加物這些低成本的原料達成謀取暴利的目的。這些原料不但違背食品安全衛生管理法規，更可能對人體健康造成傷害。如果食品檢驗單位疏於把關或不法利益遠大於懲罰（坐牢或罰鍰），自然就會誘導黑心食品的濫製且持續危害人們健康。運用作業風險管理工具分析，本研究認為:商人貪小便宜、政府官員包庇、原料來源不明為黑心食品最應加強控制之危險因子。而杜絕鎘米的流入市面應以:廢水處理、落實稽查以及防止官商勾結才能解決此一問題。

It draws particular public attentions that food safety is questionable these days since people, most of them are working classes, eat less home-made instead of more fast food outside. The sinister food becomes a serious social issue nowadays because the food producers make exorbitant profits by mixing, either outdated or harmful, but low-cost raw material into food products which violate national food quality regulations for human health. If the law enforcement department lacks of supervision on such activity or the penalty (imprisonments or fines) are much less than the exorbitant profits, it is impossible to prevent making those products from endangering citizen's health. Current study utilizes operation risk management (ORM) tools to investigate the potential risks of sinister food issues, and conclusions are as follows. The desire on exorbitant profits, lack of law einforcement, light punishment and penalty, and absence of custom inspection on imported raw material are the root causes requiring state law management. The control plan on cadmium rice problem is to construct full-equipped waste water process factory; to enforce inspection frequency; and to break the profit link between administration and manufactures.
