The purpose of this paper is to present a new approach and concept of human capital measurement through soft computation and statistical analysis with fuzzy data. This integrated evaluation procedure is aimed at yielding appropriate and reasonable rank and value of teacher internationalization capital. We also give empirical examples to illustrate the techniques and how to evaluate the teacher internationalization capital (TIC). Results show that fuzzy statistical analysis with soft computation tends to more realistic and reasonable in the human capital evaluation.
