台灣許多早期的傳統工藝多數坐落於次都會型地區,以嘉義為例,早期地理位置因鄰近台南府城,全臺開墾時間較早,縣內的寺廟林立,宗教文化歷史豐富,因而成就許多傳統在地工藝。但以目前嘉義工藝產業現況來說,嘉義地區屬於非都會型地區,嘉義人口外移嚴重,加上地方配給補助款較為不足,造成產業發展雪上加霜,產業的成敗將是影響地區發展的重要因素。於此,本研究從在地政府及在地工藝家對於傳統工藝轉發展之看法,探究非都會型地區工藝永續經營運作的基本條件。研究結果發現,以教育鞏固文化、整合地方產業資源,以工藝活化空間、加強工藝品的在地性,走向無區域限制層面的推廣等條件是非都會型地區工藝永續經營運作的基本條件。
The early traditional crafts industry in Taiwan mostly located in sub-metropolitan areas. Take Jia-Yi as an example, locating close to Tainan City and with early reclamation and temples that enriched religious and historic cultures all around the county, Jia-Yi became the hub for many traditional local crafts. However, the crafts industry in Jia-Yi is struggling due to its location in sub-metropolitan area, serious population loss, and insufficient local government grant allocation. Therefore, the success of the industry will be the crucial factor that impacts the area development. This study investigated the primary conditions of continuous operation of crafts in non-metropolitan areas in the views of local government and local craft artists on the developmental transformation of traditional crafts. The findings of this study discovered that the primary conditions of continuous operation of crafts in non-metropolitan areas included fortifying culture with education, integrating local industrial resources, energizing the space with crafts, enhancing the localization of crafts, and promotions without boundaries.
