協力機構協助地方政府颱風應變情資研判－以銘傳大學協助宜蘭縣與金門縣為例

摘要

於災害來襲時，情資研判是各級應變中心開設的重要工作之一，有效的情資研判內容可以輔助應變中心指揮官進行適當的決策。地方政府在應變中心開設時對於情資的取得與解讀是一項重要的議題，此時可能需要有相關學術團隊協助，以針對地方政府提供必要之情資研判。本文以銘傳大學國土減災規劃設計研究中心協助宜蘭縣與金門縣情資研判之相關經驗，探討地方政府在應變中心開設時可能之需求以及情資應用，以說明學術機構在協助地方政府情資研判時，所扮演的角色與提供的功能。

Upon disaster striking, intelligence and information interpretation is an essential task for emergency operation center. Effective interpretation on intelligence and information can help the EOC (Emergency Operation Center) commander to make precise decisions. For the local EOCs, acquiring and interpreting intelligence and information is an important issue, and it may need academic institutions to assist local government to fulfill the task. This paper explains the processes of how the Urban Adaptive Planning and Disaster Mitigation Design Research Center, Ming Chuan University to assist Yilan and Kinmen EOCs during typhoon disasters in intelligence and information interpretation. The demands and applications of intelligence and information interpretation are discussed to illustrate the role and functions provide by an academic institution.
