由台灣擔任疏運華東地區時效貨流的解決方案

本研究旨在探討桃園國際機場（以下簡稱桃機）與台北港發揮疏運中國華東地區時效性貨物的可行性，文中先以研究華東地區主要空港的運輸能力困境，各機場受制空域與起降時間帶原因，使得運能航班成長相當受侷限；接著列舉韓國仁川空港（以下簡稱仁川）對中國華北地區貨物的載運挹注狀況，由於均屬東北亞地區，從中國東北至山東以降各省分不再使用空運而選擇以渤海灣海運方式至韓國仁川進行海空中轉，再將貨物經由空港轉運至歐美地區，造就仁川地區海空港轉運作業發達，帶動該地貨運等相關產業繁榮；研究後續提出借鏡韓國仁川海空港合作案例，以桃機空港與台北港雙港作為中國華東地區航空貨運直航往返至歐美地區的解決方案，最後並以該方案提出桃機與台北港必須進行的軟硬體改善措施，以因應將來的疏運變化的方式。

The purpose of this study is to address the feasibility of Taoyuan International Airport (TPE) to distribute air cargo from China, The furst part discusses the loading capacity of the major airports in East China, therefore illustrates a multimodal between Incheon Airport (ICN), China and overseas. As a good lesson to Taiwan, TPE may adapt this opportunity as China's cargo to Taiwan via high speed ship and forward the freight direct flights to Europe and the United States by transferring at TPE airport. Finally, Recommendations with respect to infrastructure have to be made to facilitate this multimodal transport mode.
