臺灣南部地區海洋休閒運動之現況分析

摘要

臺灣四面環海，海域資源相當的豐富，且四季氣候宜人，對於發展海洋休閒運動具有良好的優勢，加上政府近年來積極推動並提出各項發展策略，未來海洋運動發展有其必要性，勢必朝海域這方面來發展，因此海洋休閒運動的發展，將成為趨勢。本研究旨在瞭解臺灣南部地區海洋休閒運動環境資源現況，並且分析其運動發展現況及探討未來海洋休閒運動之展望。研究中透過質性研究之專家訪談法及文獻搜集法來獲取研究資料的蒐集與分析，以了解南部地區包括旗津、西子灣、大鵬灣、墾丁南灣之海域環境資源及運動項目之發展現況，本研究歸納得到以下結果。一、氣候、海域資源豐富等優勢，適合發展各種海洋休閒運動，如風帆船、水上摩托車、衝浪、海釣、潛水、各種沙灘活動。二、海域相關法規多如牛毛且不盡周詳應朝修訂合時宜之法規及相關管理辦法來努力。三、依據海域資源特性發展活動不同海洋休閒運動，並結合地方資源特色，帶動海洋休閒遊憩產業發展。四、擬訂海岸地區總體與各分區海域活動發展計畫。五、鼓勵學校成立相關海洋休閒系所，以滿足海洋運動產業的人才需求。綜合以上發現，建議產官學者應面對現有海洋資源優勢及培育海洋休閒人才需求策略，積極解決更多元相關議題，以均衡發展臺灣南部地區的海洋休閒運動產業。

Surrounded by sea, Taiwan has advantages in the development of ocean recreation sports because of rich coastal resources and pleasant weather. The recent governmental promotion in various developmental policies also indicates a tendency of the growth of ocean recreation sports. The purpose of this research is to understand the present situation, to analyze the current development, and to discuss the future of ocean recreation sports in Southern Taiwan. This study adopts qualitative research methods, including expert interviews and literature review, for data collection and analysis to understand the coastal environments and resources and the current developmental situation of recreation sports in southern areas, such as Qijin, Xiziwan, Dapeng Bay, and Kenting South Bay, The results are as the following: 1. Because of the advantages in weather and coastal resources, it is adequate for the development of various ocean recreation sports, e.g. sailing, jet skiing, surfing, sea fishing, diving, and all kinds of beach activities. 2. Related regulations are tedious and incomplete. Regulation amendment to fit current demands is necessary. 3. The development of ocean recreation sports should be based on the characteristics of each specific coastal area and combined with the local resources to prompt the growth of ocean recreation industry. 4. Draw up developmental plans for overall coastal areas and each individual one. 5. Encourage the foundation of ocean recreation programs in schools to foster human resources in this industry. In conclusion, this study suggests experts from industries, academics, and politics to understanding and utilizing our current advantages in coastal resources, and to making plans for talent cultivation. Problems need to be solved actively for a balanced development in the ocean recreation sports industry in Southern Taiwan.
