網路民主對中國政治發展影響之研究

The Impact of Cyber democracy- A Study of Political Development in China

摘要


中國改革開放後,帶動經濟快速成長,國家實力大增。經濟發展是否能帶動政治民主,一直以來是比較政治發展研究關心的議題。中國提出「中國式民主」,是共產黨領導的人民民主,要求共產黨一黨專政,顯然不同於西方式民主。2010年中國已成為世界第二大經濟體,當經濟發展到一定程度,必須解除更多的政策束縛以利成長,因而有利益團體出現,市民維權運動逐漸形成。由於資訊科技發展,網際網路突破了實體世界的限制,在虛擬的網路世界中資訊的傳播不受時空的限制,原本由威權政府嚴格管控的訊息傳播,一舉突破了封鎖,例如四川大地震就在一週內,以網路動員百萬志工前往救災。中國上網的民眾已高達五億人以上,網路民主逐漸形成,並促使原先受到限制難以發展的公民運動快速成長。中國政府發現這對威權體制造成嚴重威脅,逐步採取各種措施加以防範。本研究以中國大陸逐漸發生的網路民主運動,能否透過公民運動的擴大,影響中國政治發展;西方式民主能否因為網路民主的發展,逐步在中國由下而上的實現?本研究擬找出中國政治發展的可能方向,以作為兩岸未來互動之參考依據。

The reform in China has promoted rapid economic growth, and increased the competitive power of the nation. Whether the developing of economic promotes democracy has always been the main issue when conducting comparative research on political development. China has released the concept of “Democracy with Chinese characteristics”, which indicates people’s democracy under communist leadership. It demands a one-party political system controlled by the Communist Party, which is a significant deviation from western Democracy. When the economy is developed to a certain level, more political boundaries need to be broken in order to encourage growth. Therefore, Interest Groups begin to appear, and a civil society is gradually formed. The web enlarges the virtual reality of democracy in China which is an unlimited world to the authoritarian regime of China. This study attempts to answer the following question: can the web help people in civic movement to realize democracy in China?
