The present study employed the flipped classroom and collaborative learning in the course "Working plans and execution with example analysis and practices" in the fundamental training programme for civil servants in Taiwan. It not only set an experimental group and a control group to observe the classroom condition but employed a questionnaire to investigate learners' ideas about the course design after taking the course. The observation shows there is active atmosphere in the experimental group because of the activity designed with Jigsaw II. In addition, learners have an intimate interaction when doing discussions in the class. By contrast, the classroom atmosphere in the control group is cold; learners in the control group do not interact frequently because they have to watch the one-hour-long learning film individually. Furthermore, the result of questionnaire indicates that learners from both classes do not have a significant difference on their viewpoints about the course design in the research. However, based on the feedback to the open question in the questionnaire, learners likely prefer the course design with collaborative learning activities to merely watching the learning films. Additionally, learners provide some suggestions for the future course design.
