摘要

台灣有一段時間經濟蓬勃發展，又稱為【台灣經濟奇蹟】。近二十年來隨著全球化的潮流，台灣經濟面對了前所未有的挑戰與衝擊。要讓臺灣經濟振作起來要靠大量人才，但是，臺灣現在正面對老人化問題。基於此，臺灣政府推動「新南向政策」，提升台灣對外經濟的格局及多元性，告別以往過於依賴單一市場的現象，重新建構台灣與亞洲的連結。隨著社會環境的變遷，新移民子女人數的急速成長，臺灣可以善用新住民之子的這個人力資源。這個政策的主要目的是吸引各國年輕人才，為臺灣發展注入新血，要對延攬外國優秀人才鬆綁，提供國內青年一個更國際化的工作環境，以及更有競爭力的產業發展模式，進而開創更多的商機與就業機會。

Taiwan's economy has flourished for some time, also known as the ＂Taiwan economic miracle.＂ In the past twenty years, with the trend of globalization, the Taiwan economy has faced unprecedented challenges and shocks. It has taken a lot of talent to get the economy back in Taiwan. However, Taiwan is now facing the problem of aging. Based on this, the Taiwanese government has promoted the ＂new orientation to the south＂, enhanced the pattern and diversity of Taiwan's foreign economy, bid farewell to the phenomenon of relying too much on a single market, and reconstructed the link between Taiwan and Asia. With the changes in the social environment and the rapid growth of the number of children of new immigrants, Taiwan can use this human resource of the new inhabitants. The main purpose of this policy is to attract young talents from various countries, inject new blood for Taiwan's development, relax the attraction of foreign talents, provide a more international working environment for domestic young people, and develop a more competitive industrial development model, more business opportunities and employment opportunities.
