The "New Southbound Policy" is Taiwan's most important foreign trade policy proposed by the incumbent government. Since the policy includes as many as 18 countries, it has attracted domestic and international attentions. Owing to limited resources in Taiwan, the investment of resources cannot be allocated equally, and there must be an order of priorities. The government and all sectors also have this consensus. However, due to the different indicators used by researchers for the target countries, and also have various analysis. This paper creates a "New Southbound Policy Target Country Analysis Matrix" by using two indicators, namely the significance for Taiwan's economy and communication frequency with Taiwan, which divides these countries into four categories with corresponding strategies.
