有鑑於金融機構於整體經濟環境中扮演著極重要的角色,不僅提供資金融通的功能,支持企業的經營發展,並透過多元化的金融商品,提供了企業及個人財富管理的工具;而臺灣自通過金融控股公司法,整合金融集團資源及多角化經營的金融控股公司(Financial Holding Company,FHC),已成為整體金融市場的趨勢。然國內另有因性質特殊、弱勢而獨立存在龐大的農業金融體系,遍及各鄉鎮市密度極高的農會信用部(Credit Department of Farmers’ Association,CDFA),其於整體金融體系中亦占有重要的地位;故本研究針對13家金控所屬銀行,以資料包絡分析法,建立研究銀行經營效率之模型,並進一步以Tobit迴歸分析探討分行家數、官股成份及是否採行綜合型分行制度等環境變數之影響,以提供未來銀行業經營模式之參考;再以此實證結果與既有之農會信用部效率研究報告做比較,期能提供予農會信用部未來經營模式之方向建議。 金控所屬銀行的研究結果顯示,造成整體無效率之原因主要為配置效率偏低所致,而分行家數多寡對銀行之經營效率並無顯著影響,故應建置完善之交易網絡,以因應客戶交易習慣之改變,及利於業務之擴展;含官股成份者,對配置效率及整體效率之影響呈顯著正相關,顯示官股銀行可運用其豐富資源及低成本的優勢,達到最適資源配置;綜合型分行制度對配置效率和整體效率有顯著正相關之影響,證實採行綜合型分行制度可發揮資源共享及交叉行銷之綜效,具經營效率之優勢。 由於金控所屬銀行之技術效率、純技術效率及規模效率表現均優於農會信用部,故建議調整目前農會信用部以各行政區域獨立的經營模式,以全國農業金庫為中心,整併各農會信用部設立分行,並以多角化經營模式以增加其競爭力,盈餘統籌分配運用,並整合資源的投入,以提升經營效率。
Financial institution takes a very important part in macro economy due to capital accommodation, supports of corporate development, and diversification of investment instruments, as well as to which provides the instruments of wealth management to both individual and corporation. Since the Financial Holding Company (FHC) Acts came to effect, the trend of financial market has been to combine the resources and diversification of the holding company. On the other hand, gigantic Agricultural Finance System has been existing apart from other financial institutions due to its particular nature and markets. As a result, it also takes an important part in whole finance system by the broad service location of Credit Department of Farmers Association (CDFA) country-wide. Therefore, the research which focuses on the thirteen Financial holding subsidiary banks is based on the research method of Data Envelopment Analysis to establish an efficient business module for the banks. Furthermore, the research provides a business module for banking industry by discussing the number of branches, the government holdings proportion, and the environment variables in branches according to Tobit regression analysis. Furthermore, the results of above experiment will be compared with the report of the efficiency of CDFA in order to provide an suggestion for the best practice of CDFA in the near future. The research of the Subsidiary Banks of FHC shows that the cause of low overall efficiency is low allocative efficiency. On the other hand, it also demonstrates three factors below. First of all, number of branch that influences on efficiency of the banks is not obvious. However, it will be more efficient if the transaction network can be improved to response to the changes of customers' transaction habits. Secondly, the institutions which have government holdings should utilizes the benefits of their rich resources and low costs in order to achieve the best resource allocation. Thirdly, the branch system also has positive effect on allocative efficiency and overall efficiency. Evidently speaking, the branch system can bring the best practice by resource-sharing and cross-sale. Agricultural Bank of Taiwan as an center of emerging CDFA as a branch is preferable. It is because that the technical efficiency, pure technical efficiency and scale efficiency of Financial holding subsidiary banks perform better than CDFA. Therefore, the suggestion will change CDFA into an administrative region module. The system is expect able to be more competitive by its diversification, profits distribution, resources integration and efficiency promotion.
