甘願勞動:社工的薪資與勞動過程

摘要


為何社工的薪資狀況不佳,卻沒有使得社工的工作表現下降,反倒是社工認真工作以至於過勞的狀況經常發生?本文以田野觀察與深度訪談,輔以法規制度、新聞報導與二手資料分析,分析社工的薪資與勞動過程。本文首先指出,社工的薪資由多方行動者拼湊而成,其中至為關鍵是政府的社福標案。政府廣泛地將社會福利民營化,以社福標案的形式將政府責任的社會福利服務委託社福機構。而社福標案的「非營利化」則有效動員了民間社福機構的資源與人力,形成制度性的剝削。社工的薪資踟躕不前,乃因於社福機構將各地政府機關的制度性剝削分攤到社工身上的結果。社工的薪資來源一方面限制了社工薪資的成長,另一方面產生了複雜的業務。而社工藉由「業物劃界」與「專業劃界」建立自身的專業認同。然而,社工專業的制度性的肯認並不充分,社工為抵抗勞動現場中的邊緣性,而依據「直接服務中心主義」展現社工的專業性。社工兢兢業業,甚至將原本固定工時的工作「做」成「責任制」,即是因為缺乏穩固的專業表徵,而需要一次又一次的努力工作,以證明自身的專業性。社工的案例讓我們看到工作中「無價的價值」,然而這份價值卻建立在勞動權益的妥協上。社工專業雖已逐漸取得階段性的成果,但專業的進程仍是未竟之業。

Why is the salary of social workers not good, but the performance of social workers is not reduced? Why do social workers even work hard so that overwork often occurs? This article adopts field observations and in-depth interviews, supplemented by institutions, news, and second-hand data to analyze the salary and labour process of social workers. This article first points out that the salaries of social workers are pieced together by multiple actors, the most important of which is the government’s social welfare bid. The government has extensively privatized social welfare and outsourced social welfare services of the government's responsibility to social welfare agencies in the form of social welfare bids. The "non-profit" of the social welfare bids effectively mobilized the resources and manpower of non-governmental social welfare agencies, resulting in institutional exploitation. The stagnant salaries of social workers' is the result of social welfare agencies apportioning the institutional exploitation of various government agencies to social workers. On the one hand, the source of social workers' salary limits the growth of social workers' salaries, and on the other hand, it creates complicated tasks. And social workers establish their own professional identity through "boundary work of task" and "boundary work of profession". However, the institutional recognition of the social work profession is not sufficient. In order to resist the marginalities in the workplace, social workers perform the professionalism based on "direct-service-centrism." Social workers go the extra mile which even changes the original fixed-hour work into an "exempt employee." That is, because they lack a solid professional external representation, they need to work hard again and again to prove their professionalism. The case of social workers allows us to see the "priceless value" of work, but this value is based on the compromise of labor rights. Although the social work profession has gradually achieved phased results, the professional process is still unfinished.
