國軍職務宿舍委外物業管理策略之研究

Study on the Outsourcing Strategies for the Property Management of the Military's Post Dormitories

摘要


國防部早年為照顧隨政府來臺灣的軍人及眷屬,透過自力興建、籌措募款或編列預算等方式建置各類型宿舍,其中一般職務宿舍獲得來源可為2個部分,一為婦聯會民國64年至民國84年之間籌資興建,另一部分為國軍自民國91年以後依需求檢討陸續興建完成;當前國防部推動募兵政策,將職務宿舍的整修、興建作為重點工作之一,並推動為期5年的國軍職務宿舍新建計畫。然而在另一方面,國防部配合行政院推動政府組織改造,推動組織人力精減工作,歷經「精實案」、「精進案」、「精粹案」組織精簡,以及新一波「勇固案」,明顯的影響是人力的問題。因此,在國軍職務宿舍需求增加而組織人力精簡之際,將來管理維護工作勢必要尋求外部的資源。以業務委外、簽約發包、合作營運等模式下,讓非核心工作能得以繼續運作,進而讓國軍人員更專注於核心的戰訓本務。本研究以質性研究方式,透過職務宿舍有公有財產上的法制關係,以及物業管理、業務委外領域的文獻回顧,建構出國軍職務宿舍在物業管理工作委外託民間物業管理公司提供專業服務的研究架構。此架構包括公有財產的定義到公物利用理論的探討、以經濟市場的觀點導出公有宿舍資源使用的不公平及不效率問題,而在物業管理及業務委外的文獻回顧中,以需求層級理論、傳統經濟學之外部性、賽局理論、交易成本理論及代理人制度,釐整出國軍職務宿舍在管理維護工作尋求外部資源的合理性。最後,以文獻探討及訪談意見,作為國軍職務宿舍委外物業管理之策略及後續研究建議。

In order to take care of the soldiers and their families who followed the government to Taiwan, the Ministry of National Defense established various dormitories by means of construction under their own steam, fundraising and budget determining. Generally, the common staff dormitories are constructed by two stages: the first stage was completed by the Women’s Federation which raised the funds for construction from 1975 to 1995 and the second stage was finished by the national armies on demand after 2002. Currently, in order to promote the soldier recruiting policies, the Ministry of National Defense has attached great importance to the renovation and construction of staff dormitories and issued the five-year construction plan of national military’s post dormitories. However, the Ministry of National Defense coordinated with the Executive Yuan to promote government organization reform and manpower streamlining; after going through the ROC Armed Forces Streamlining Program, the ROC Armed Forces Strengthening Program and the ROC Armed Forces Refining Program and the new stage of Armed Forces Downsizing Program, it obviously affect the manpower. Therefore, on the occasion of increasing demands for staff dormitories and streamlining of manpower, it is of necessity to seek for external resources for the management and maintenance. Under the modes such as business outsourcing, contracting out and cooperated operation, the non-core work can continue operating, so that the soldiers can more focus on their core tasks of training. Based on the qualitative research, legal system related to public property in staff’s dormitories, and literature reviews on property management and business outsourcing, this paper proposed a research framework of outsourcing the property management of staff dormitories for the National Armed Forces to private property management companies in order to provide professional services. The framework covers the definition of public property and discussion on theories about public property utilization, and illustrates the problems of inequity and low efficiency from the perspective of economic markets; however, in terms of literature reviews on property management and business outsourcing, it works out the rationality of seeking for external resources for the management and maintenance of staff dormitories for the National Armed Forces based on the theories such as hierarchy of need theory, externalities in traditional economic theories, game theories, transaction costs theory, economies of scale theories, public choice theory, internal transaction costs and agent system in new institutional economics, resource-based theories and resource dependence theory. In the end, it utilizes the obtained interview opinions as the foundation of strategies analysis to derive the feasible schemes and infeasible problems for future references.
