建置臺灣體育最高主管機關績效評估架構-應用多準則評估法

摘要


最高體育行政組織是各國推動國家體育事務最重要的機構,如果該機關未能發揮該有的功能,勢必影響整體國民的健康與國際的地位。因此,常對該機關要求較高的績效,然其績效之高低則須仰賴完整精確的績效評估指標系統方能正確量測。 本研究旨在建置臺灣體育最高主管機關之績效評估架構,首先以平衡計分卡作為績效評估的基礎,透過對各國績效評估、政策釐定及體制比較等相關文獻之探討,發展觀念性架構,再應用多準則評估方法。其中,第一階段以專家深度訪談為研究議題奠基,將其結果投入第二階段,運用模糊德菲法專家問卷建立指標聚類之層級體系,第三階段再以層級分析法賦予指標系統中各層級及指標之適當權重,最終績效評估架構於焉完成。 本研究主要貢獻在於首度以BSC為基礎,運用結合專家深度訪談、模糊德菲法及層級分析法等之多準則評估方法,為未來教育部體育署建構專屬之績效評估系統,雖未必絕後,必屬空前。

The top government agency in charge of physical education and sports administration is generally considered the most important organization in a nation to promote national physical education and sports development. The failure of such a body to function efficiently and effectively will have adverse impacts on the health of citizens and the status of the nation in the international community. All the nations required sport administration high performance always. This study aimed to develop a performance evaluation framework for the highest sports administration in Taiwan. First, based on balanced scorecard using to performance evaluation, then literature review include making comparison among different countries about performance evaluation, sports policy formulation and institution problem, and then developed its research conceptual framework. During the first stage of the research, in-depth expert interviews were conducted to establish a pool of research issues. In the second stage, the fuzzy Delphi method was used to carry out an expert questionnaire survey to acquire a hierarchical system of performance evaluation indicators. In the third stage, the analytic hierarchy process (AHP) was utilized to give a proper weight to the different levels and indicators. A performance evaluation framework established then. Based on BSC and using in-depth expert, fuzzy Delphi method and analytic hierarchy process ie. multi-criteria evaluation methods. The most important contribution of this study is developing specific performance evaluation framework for Sports Administration MOE. This is the first study that approach presented has been approved which is truly effective for the sports administration.
