SOA雲端運算服務與COBIT 5.0 Framework相關探討之研究

摘要

隨著資訊科技的日益發達與應用，資訊科技對企業組織的價值與功能也越來越為重要。現今大部分的公司都使用資訊科技作為擷取、處理、傳遞資訊的方式。如何使資訊科技在公司中不僅在技術上、策略上發揮作用，皆成為我們關心的問題。
美國資訊科技管理研究所提出以COBIT作為IT治理的基礎架構，希望使資訊技術與企業一體，強化企業及實現IT應有的利益。COBIT 用於執行IT的管理，改善IT控制。它包括控制目標、審計指導方針、績效衡量標準、關鍵成功因素，進而達到IT治理的目標。本研究將以最新COBIT 5.0版本中所提出的控制目標，透過SOA雲端運算服務平台，探討與IT治理之間的關係。
研究結果顯示， SOA雲端運算服務平台即是策略與資訊科技的結合，並且做到IT治理的目標；而COBIT 5.0提供一個廣泛的架構，透過企業資訊科技有效的治理與管理，幫助企業達到目標與商業價值傳遞的功能，與IT治理並無顯著性差異。
本研究歸納發現3大命題與2個子命題如下:
命題1:若企業採用SOA雲端運算服務策略，在策略周延與時間幅度夠長的條件下，即達成IT治理的任務。
命題1-1:企業有周延的策略透過SOA雲端運算服務策略的執行達到IT
Governance。
命題1-2:SOA雲端運算服務策略透過SOA Governance 達到IT Governance。
命題2:若企業採用SOA雲端運算服務策略，在策略周延與時間幅度夠長的條件下，可以達到符合COBIT 的要求，以達成IT 治理的任務。
命題2-1: SOA雲端運算服務符合COBIT 5.0的要求是透過SOA Governance，才能達成IT治理的任務。
命題3:COBIT 5.0 Enablers和Processes可以透過SOA雲端運算服務來執行。

With increasingly developed and application of information technology, information technology on enterprise value and functions of the Organization are more and more important. Today most companies use information technology as a way to capture, process, deliver information. How to make it in the company play a role not only in terms of technology, policy, and issues of our concern.
United States information technology Management Institute to COBIT as a basis for IT Governance framework, hope to make integration of information technology and business, strengthen and realize IT's interests. COBIT manage to perform IT, improve IT control. It includes control objectives, audit guidelines, critical success factors, performance measures, and thereby achieve the objective of IT Governance. This research will be updated the control objectives COBIT version 5, through the SOA platform for cloud computing services, relationships between the discussion and IT administration.
Research results show that SOA platform for cloud computing services is a combination of strategy and information technology, and IT governance objectives, while COBIT 5 provides a broad framework, through the effective governance and management of enterprise information technology to help businesses achieve their objectives and functions of the business value delivered, no significant difference with IT Governance.
Research induction found in proposition 2 and proposition 3 is as follows:
Proposition 1: Enterprise SOA strategy of cloud computing services, policy distribution and time range long enough under the conditions, IT management tasks.
Proposition 1-1: distribution of enterprise strategy through the implementation of SOA strategy of cloud computing services deliver IT Governance.
Proposition 1-2: SOA Cloud Computing services through the SOA Governance achieved IT Governance strategy.
Proposition 2: Enterprise SOA strategy of cloud computing services, in policy under conditions of distribution and time range long enough, can meet the requirement of compliance with COBIT, to reach IT management tasks.
Proposition 2-1: SOA cloud computing services through the SOA Governance with COBIT5 request was, in order to IT management tasks.
Proposition 3: COBIT 5.0 Enablers and Processes can be performed through SOA to Cloud Computing services.
