智慧城市規劃與推動之個案研究—以新北市為例

摘要


近年來,許多國家紛紛朝向智慧城市發展,如今正處於發展期的初期,因此還未有典型的推動範本做為參考。本研究的目的在於探討智慧城市的規劃與推動,藉此作為其他縣市朝向智慧城市發展的預告與參酌對象。考慮到智慧城市相關領域還未成熟發展,故本研究採個案研究方法,以單一個案研究的方式進行深入探討,剖析個案在規劃與推動過程中的各個面向,期望作為其他縣市重要的參考依據。在分析面相方面,以Leavitt(1965)提出的鑽石模型(Diamond Model)構面為基礎,分別為任務(Task)、科技(Technology)、組織(Organization)、代理人(Agent),由於本研究希望多面性研討且深入詳細的進行研究探討,因此加入文化(Culture)構面進行探討。根據個案研究法分析後,本研究歸納出以下幾點結論: 一、文化(Culture):因應附庸城市的文化,所以採用在地化策略,有助於留住市民,達成服務市民的成效。 二、任務(Task):採取主動性的方式服務市民,藉此提高市民使用服務的意願與滿意度,推動智慧城市的成效才會較佳。 三、組織(Organization):著重於政府內部的合作與配合體系對於組織文化風氣上有正向的影響,推動上也較為順利。 四、科技(Technology) :善用既有的資訊科技之基礎資源外同時善用最新科技,方能輔助專案的執行,有效提高推動成效。 五、代理人(Agent):運用資源策略上採對外合作並加強內部員工涵養,擴增可用的資源範圍的同時也解決內部資源不足的問題。

In recent years, more and more countries are becoming a smart city. Nowadays, ‘smart city’ is at the beginning of development, there is no typical case to imitate. Base on that, this study deeply analyzed the processes, difficulties and solutions of smart city planning and development, in order to make others to be prepare and learning. Considering to the related domain of smart city are not mature enough, this case analyzed many aspects through research method of case study,it is anticipated that research findings may provide an important reference for the countries or decisions who try to planning and development a smart city. The aspects is besed on the Diomand model of Leavitt(1965), including task, technology, organization, and agent. Because of the deeply analysis, this study increase the aspect of culure.After case analysis, conclusions of this study are summarizes as follows: 1. Culture:Because of the vassal city's culture, it take local strategy to retain the citizens and to achieve the effectiveness of the service to the community. 2. Task:Take the initiative to serve the public, to increase public willingness to use the service and satisfaction, and promote the effectiveness of the smart city will be better. 3. Organization:Focus on the Government's internal cooperation and coordination system has a positive impact on organizational culture atmosphere, the process of promoting would be more smoothly. 4. Technology:The best use of the basis of existing information technology resources technology of resouces and using the latest technology at the same time may support the implementation of the project and improve promote effectiveness. 5. Agent:Cooperate with outside companies on the use of resource strategy and strengthen internal staff conservation may amplify the resources, while also solving the problem of insufficient internal resources.
