地方組織參與產業文化資產保存發展模式探討－以橋仔頭糖廠為例

摘要

台灣自民國90年代開始，因為鄉土意識的抬頭造成了台灣許多地方陸陸續續成立各自的地方組織，也讓許多居民進而重新尋求地方上的文化價值與發展突破。而文化資產的活化可能，則在此情況下成為了各地建立其文化價值上的一重要基礎。這當中也包含反應出當地產業結構及發展變遷過程的產業文化資產；產業文化資產因為本身龐大的廠區及閒置空間的活化可能，成為了地方在文化建構上的另一重要契機。而文化部於1994年提出的「社區營造政策」，更是賦予了地方朝向文化建構上的自立營運可能，進而重新創造出符合地方發展下的產業文化資產發展模式。

　　回顧過去台灣在產業文化遺產的保存經營上，多對其遺產本身進行保存上的活化策略，缺乏與地方社區的聯結，進而不易促進地方的永續發展。故如何思索出一套能跟地方互動的操作模式，成為另一重要課題。本研究透過橋仔頭糖廠長達近二十年的地方參與保存發展上的經驗，說明地方組織如何透過引導居民實質參與的操作過程中，讓產業文化資產在保存發展上；能更符合地方的需求，進而成為地方永續發展上的助力。

　　故本研究的操作，將先進行文獻理論上的回顧，透過對地方組織參與模式上的探討及國內在產業文化資產上的保存理論分析，進而建構本論文的研究框架與理論基礎。並藉由實際的田野調查內容，逐一對橋仔頭糖廠本身的空間變遷過程及發展概況作一理解後，同時納入橋頭地區的地方組織參與過程，來進行相關的比較跟分析，提出在地方組織的參與過程中，對於橋仔頭糖廠這處產業文化資產發展上的實質關係與影響。

　　其研究目的在於，藉由分析橋仔頭糖廠在其產業與地方上的關連性，來對地方組織在文化資產保存議題上的關注及地方永續發展上的操作策略上，做一完整性的紀錄與探討。理解地方組織如何透過地方資源的串連及專業能力的整合，落實產業文化資產活化並建構地方在地文化。

Since 1990 year, Native Consciousness rising, people are aware of the importance of native culture value and trying to preserve and extend these precious values by establishing many local organizations in different places. The local organizations aim to conserve and revitalize the heritage based on their own culture characteristics in the structure of local industry’s developments and changes. According to Community Empowerment Policies was published by Ministry of Culture in 1994, local organizations can manage their new policies more flexible. Moreover they can develop a model of conservation for Industrial Heritage.

　　Reviewing the past culture heritage conservation in Taiwan, people put more attention on how to revitalize on their own value without any corporation with local community. That’s the reason that most of the local revitalization cannot be sustainable. Compare with the previous experience, it is an important issue for people to think about a mode of operation to interact with the locality. This research mentions about the vitalized experiences of Kio-A-Thau Sugar Refinery in past twenty years and how the local organization finds out their needs and leads the residents to join the process of the plan that boots the sustainability of their culture heritage successfully.

　　In this research process, the participation of the local organization and the analysis of national Industrial Heritage theory, I did a literature review first to build up the frame of this research paper and apply some concept from the theory. Furthermore, field research indicates that the transformation of the space and development situation was changed by local organization and Kio-A-Thau community’s corporation. Finally, through comparing and analyzing, the collected data shows that local organizations’ operations really have a great influence on the Industrial Heritage of Kio-A-Thau Sugar Refinery.

　　The goal of the research is to discuss and record the developing connection between Kio-A-Thau Sugar Refinery and local organizations. With the local organizations’ proficiency and native resources’ application and integration, it points out that the development plan in Culture Heritage’s conservation and local sustainability will help and add the value toward the vitalization.
