利用IPA方法探討如何提升官兵續簽留營意向-以陸軍部隊L單位為例

摘要


國防部於2018年推動全募兵制度,顛覆了以往義務役為主的軍隊社會。對於臺灣募兵制推動的難處,原因有其二,第一,隨著少子化衝擊著社會結構,連帶引發經濟等多層面影響,也讓國軍募兵制推行遭遇問題。第二,面對留營率的不佳,兵源逐漸產生缺口,人員的不足及對岸頻頻的打壓我國國際地位,使續簽留營成為當前部隊主要課題之一。 本研究探討在推動全募兵制度中,國軍現行制度及措施與影響官兵續簽留營意願的關聯性,是否因為某些制度的不恰當造成志願役人員選擇了其他工作職場。 本文建立邏輯斯迴歸模式,針對官兵是否續簽意願作判別,模式整體判別正確率為83.1%。另外,本文應用IPA方法探討部隊訓練與管理上是否有需改善題項,也會影響官兵續簽留營意願,診斷結果共計「部隊申訴管道與反應事件處理」、「退伍前就業輔導措施」、「留營獎勵措施」、「部隊心理輔導管道」及「子女的教育補助費」等5個題項需改善。本文針對需改善題項提出改善建議,讓部隊未來提升戰力及向心力,進而提高續簽留營意願。

In 2018, the Ministry of National Defense promoted the all-accreditation system and subverted the military society that was dominated by the past. There are two reasons for the difficulty in promoting Taiwan’s military recruitment system. First, as the declining birthrate impacts on the social structure and jointly triggers economic and other multi-dimensional effects, it also makes it difficult for the national army recruiting system to implement problems. Secondly, in the face of poor retention rate, there is a gradual gap between the sources of troops, the shortage of personnel and the frequent suppression of China’s international status on the other side of the border, which makes renewal of stay of the camp one of the main tasks of the current military. This study examines the relevance of the current system and measures of the National Military to affect the willingness of officers and soldiers to renew their camps in the promotion of the all-accreditation system. Whether the volunteers choose another workplace because of the inadequacy of certain systems. This paper establishes a logistic regression model to determine whether the officers and men are willing to renew their will, and the overall discriminant accuracy rate of the model is 83.1%. In addition, this paper applies the IPA method to discuss whether there is a need to improve the items in the training and management of the troops. It also affects the willingness of the officers and men to renew their stay. The diagnosis results are “the handling of the complaints pipeline and response incidents”, “pre-retirement employment counseling measures”, Five items, such as the Reward Incentive Measures, the Force Psychological Counseling Channel and the Children's Education Subsidy, need to be improved. This article proposes improvement suggestions for the improvement of the items, so that the troops can improve their combat power and centripetal force in the future, and thus increase the willingness to renew their stay.
