馬祖民衆對觀光博弈治安管理認知與需求之調查研究

A Study on Matsu People's Recognition and Demand for Public Security Administration Regarding Gambling Industry

摘要

治安管理對設置觀光博弈產業地區相當重要，而瞭解地區居民對設置觀光博弈治安管理的認知和需求，則可供警政單位制定相關策略時的參考。本文將前導的探索性質化訪談研究結果轉化為問卷，抽樣420位馬祖地區民眾進行問卷調查，以瞭解地區民眾的治安認知與需求。研究發現多數民眾認為治安管理的相關作為，對犯罪率是否提高有決定性的影響。警政作為方面，民眾認為應該增加地區及博弈專責警力、設置並整合錄影監視系統、妥適的規畫勤務與部署警力、增購勤務裝備及偵蒐器材、加強訓練員警執法技巧、結合錄影監視和智慧型辨識系統，以及強化與各安全管理單位的聯繫等。本文並提出設置觀光博弈產業地區可採行之情境治安管理策略、特別治安管理策略、犯罪及社會問題治安管理策略面向等三個層面的警政治安管理策略。

Public security administration plays an important part in our Gambling Industry. The understanding of Matsu people's recognition and demand for public security administration with regard to gambling industry can be a great reference while enacting related policies by police units. This questionnaire was performed by pilot study based on qualitative research interview to 420 Matsu people in order to understand the recognition and demand for public security administration. On our findings, most people have a consistent point of view about public security administration having a decisive influence on crime rate. As for police action, most people consider we should install special police units for gaming area, integrate surveillance system, deploy the proper manpower for routine duty, supply more duty equipment & detector, reinforce training skills for daily duty, combine surveillance system & intelligent recognizing system for area security, and strengthen the ability to contact all security units and so on. This study also proposes three dimensions of Public security administration strategies.
