摘要

台東南迴地區是莫拉克風災影響較大的區域之一，為期落實重建區復建工作與在地產業發展，本研究期能掌握社經發展趨勢規劃前瞻服務，以台東紅藜產業發展為核心並由辦理相關工作的同仁及輔導團隊夥伴組成工作圈，透過全面品質管理、直接參與、由下而上的運作模式提出問題與對策，來增進組織的生產力與競爭力。規劃內容為導入產業價值鏈與整體盤點，並將相關產業輔導單位及資源納入，採跨域合作觀念於各階段導入持續性品質改善的戴明決策循環管理模式，不斷的朝政府重要政策的地方創生目標前進，為台東地區建立新的社區產業發展與互動合作典範。

The South back area in southeastern part of Taiwan is one of the most affected by the Morakot typhoon. In order to implement the reconstruction work of the reconstruction area and the development of the real estate industry, this study period can master the social development trend planning and forward-looking services. With the development of Taitung red quinoa industry as the core and a working circle composed of colleagues and counseling team partners who handle related work, we will enhance the productivity and competition of the organization through comprehensive quality management, direct participation, and bottom-up operation mode to raise problems and countermeasures. The planning content is to introduce the industrial value chain and the overall inventory, and to incorporate the relevant industry tutoring units and resources, and adopt the concept of cross-domain cooperation to introduce the continuous quality improvement of the Deming decision-making cycle management mode at each stage. Constantly aiming at the local creative goals of the government's important policies, and establishing a new model of community industry development and interaction and cooperation for the Taitung region.
