運動無礙-淺談「運動」對身心障礙者的需求、權利與價值

Barrier-Free Space in Sports Discussion on the Demands, Rights and Values of Disable Sport

摘要


本文將從殘障體育運動的演進歷程開始談起,並接續探究運動對於身心障礙者的需求與價值爲主要研究目的。再以文獻分析彙整保障身心障礙者之運動權利的相關法令及政策,進而對身障者的運動需求有更進一步的探究與了解。筆者研究結論認爲:人權的範疇之一的教育權就是身心障礙者理應擁有運動學習的權利;身心障礙者已經不再是社會的弱勢團體,反而成爲國家社會福利發展的重要指標之一,更是一個進步國家的重要指標,所以我國體育或社會政策更應正視此一問題。

This paper is first to study the revolution history in Disabled Sport. Further to analyze the values and demands in recreation and sport for disabled people. Collect and aggregate the relative policies and acts that are affecting the rights of the disabled people in sports. Furthermore to understand and explore the issues and demands occurred in Disabled Sports. The conclusion of this report is as following: The basic right of education involves the right of the disabled people in sport studies. The welfare of disabled people is the important indicator in the development of the country's social welfare; it is also the prime indicator of the developing country. Therefore we should emphasize the value of this issue in physical education and social policy..
