九一一後美國之霸權治理策略：以伊拉克為例

摘要

從「全球治理」的角度，霸權日益衰微且國家逐漸融入全球合作機制及典則之中。然而，美國在九一一事件後的外交政策，特別是其二○○三年三月十九日對伊拉克發動戰爭，形同宣布美國的霸權地位，也反映出武力之威脅及使用是國際關係運作的最終手段。
本論文旨在以伊拉克為例，剖析美國在九一一後的「霸權治理」策略。本研究發現，美國在九一一後動員其獨霸的實力，試圖透過現實主義者所強調之「強制支配」手段，及葛蘭西所試圖掙脫之「共識支配」方式，對伊拉克進行領導。此外本文也認為，美國有權決定是否接受聯合國及國際法之規範；而美國之霸權治理，已嚴重打擊全球治理機制之作用。展望未來，美國會將其權力應用到什麼程度以維護美國利益，勢將影響未來的國際合作。

From the perspective of ”global governance”, hegemons are declining and states are becoming increasingly enmeshed in a network of collaborative arrangements and regimes. However, the U.S. foreign policy after the September 11 attacks, especially its war against Iraq on March 19, 2003, is tantamount to declare American hegemony and reflects that the threat and use of force are the ultimate instruments of international relations.
This paper aims to use Iraq case to elucidate the U.S. strategy of ”hegemonic governance” after the September 11 attacks. The research finds that the U.S. has exercised its unrivalled power to dominate Iraq through both the ”coercive domination” which realists emphasized and the ”consensual domination” which Antonio Gramsci fought against. Furthermore, it concludes that the U.S. can bypass the United Nations and disregard international law as it wishes. Accordingly, the U.S. hegemonic governance has a great impact on the mechanism of global governance, and the extent to which the US will exert its strength to maintain its national interest will influence future international cooperation.
