摘要

本文強調良好的管理人員與卓越的管理人員，其差別不在於專門技術，而在於對環境系絡的意義詮釋。　因此，欲了解台灣公共行政的諸多問題，除了須借助社會科學理論的抽象思考外，更應對於系絡背景有相當的理解，尤其是對於行政的政治系絡的理解。　本文對於台灣公共行政的政治系絡的理解角度，包括島內的政治背景、兩岸關係，及全球化向度來理解。

This paper emphasis on he point that the difference between a good manager and an extraordinary manager lies not in the technical skill, but in the sense of one’s surrounding. Thus, for the purpose of understanding many problems of public administration in Taiwan, we should take notes of the political context of Public Administration except that it must lend the abstract thinking of social science theory. This paper analyzes the political context of public administration in Taiwan includes three angles: Taiwan’s political context, Across Taiwan Strait Relationship, and the global dimension on in the 21th century.
