社會福利民營化執行面的評估檢視-以大台北地區公設民營機構為例

Evaluating Implementation Process of Social Welfare Privatization-As the Contraction-Out Statutory Agencies of Taipei and Taipei County

摘要


本文從評估的角度出發,主要採質化方法來進行資料分析,透過台北市及台北縣政府社會局八位政府單位承辦人員的深度訪談,四十位台北市及台北縣社會福利公設民營機構主管及業務代表結構式訪問,收集質性研究資料,試圖建構對執行社會福利民營化政策的評估面向,政府單位及受委託社會福利公設民營機構對執行民營化的總體評估,彙整詮釋質化資料以分析執行面向的評估,期以提出實務性建議。就評估檢視執行層面而言,主要歸納民間社福機構樂意承接公設民營的理由,具體的房舍提供與經費補助、實踐機構的理念、獲得社會的認可、擴展服務、學習組織管理與社會募款能力的提升、為弱勢族群提供服務、為組織爭取福利的自立自主,都是效益的誘因。而有鑑於我國推動公設民營所面對的民間社會福利供給面生態,具有資源集中化特徵,雖然目前的社會福利生態環境並無法產生實質的競標現象,但未來發展趨勢中如何避免強制競標帶來的衝擊後果,也是深值注意的。

The purpose of this research is intended to:1. Understand the initiation, development and changing process of the contracting out programs in Taipei and Taipei County;2. Understand the reason of obstacles of implementation of the contraction-out statutory agencies.3. Analysis the differences between government and social welfare agencies in terms of the perspectives of the contracting out in social welfare.4. To make recommendations for the government and the social welfare agencies.Key informant interviews and documentation reviewing are used to collect data material of 40 the contraction-out statutory agencies.The conclusions of this dissertation are: 1. Contracting-out of Statutory Agencies did cause some changes in contracted organizations. 2. Contract relationships between government and social welfare agencies are worth while for both side. For the government side, the reason of doing this is to carry out the order from the central government; for the other side, is to get the reputation and the credits from the government and also for the mission 3. The mechanism of the competition of free market is not so obvious in Taipei County is due to the lack of enough social welfare agencies.4. Some obstacles have been identified in the implementation: the adequate of the place, lack of negotiation of the contracts, the obligation among different departments in government is not clear, lack of contract monitoring, auditing regulation of subsidy and the limitation of Government Buying Regulation...; The emergence and substantial growth of privatization programs in Taiwan happened during the period of suddenly increase of welfare budget. We suggest the local authority to be re-evaluated privatization strategy, and attempt to develop multisystem of welfare service delivery.
